EVENI CROSBY S. NOTES.. Largest Cireulation i in te Disriet L_STAR. Reading Matter on Every Page. | * WASHINGTON CITY: TUESDAY. «December 23, 1873. The Phace for the Congressional Li- brary. | As very conclnsively shown in the annual larged quarters for the Congressional library is imperative. It has been proposed to have a | new library building erected on the public | is £) grounds east of the Capitol, bat the objections | to placing apy edifice in this park are so great | that it is quite certain that site will not be se- lected. Again, it has been suggestéd that a lot should be purchased beyond the public grounds east of the Capitol, but this, too, gould be ob- Jectionable as carrying the library too far away trom the center of the city. Those who have given thought to the matter hold that a site should be secured west of the Capitol, and somewhat central. Now, it strixes us that the very best point for it would be in Judiciary Square, north of the City Hall. Here is a spacious, elevated, central position, | and which is already in the possession of government. The same amount of ground if | purchased elsowhere in any eligible situation Would cost more probal pense of erecting a suitabio building, and cer- tainly no better position could be got. Another | consideration shoukl have weight, and that i that if this ground is not speedily appropriated for government uses, some railroad will very | likely get hold of it as a free gift from Congress and build a depot there, to the injury of all that partof the city. [tis now much too tempting | & prize for the lobby, and should be promptly put out of their reach by actual use by the gov- | ernment; and no better use could be possibly made of it than to devote it to the purposes of the great national library ‘Lord Massey,” of Cape May memory, scems | to have a singularly happy faculty for extricat- ing himeelf from the various dilemmas into | which his vagrant fancy leadshim. Yesterday matters looked serious for his Lordship. He was | before a court at Westchester, Pennsylvania, | on two charges—or he never paid for, and the other for obtaining a watch under false pretenses. It seems that the examination was finally adjourned until even- ing, when both charges were withdrawn, and his Lordship went home with the gentleman who brought the first named charge against him. We may next expect to hear of his Lord- ship running away with the gentleman’s daugh- ter, if the confiding gentieman has one. s20e- — The Baltimore American says of the tight be. tween the Baltimore and Ohio road and the Pennsylvania road in the way of reduction of fares to points West and Southwest that “the rates are regariled as ‘wild cat’ and not likely to be maintained for any length of time.” The trains between Washington and New York yes- terday were run as usmal, the Penn<ylyania railroad still taking the through cars passed to them at Philadelphia on to New Yorkand re- ceiving the coupon tickets of the Baltimore and Obio road. The general anticipation was that the new order would go into effect on the through trains from New York and Washington last night. 202. A few days since we mentioned the fact that several sailors whose clothing was destroyed by the hesith officers of Baltimore last s because there had been several fat yellow fever on board the vessel during the Voyage, bad sued the city to recover the value rendered for the plaintiffe, butthe case was appealed, and yesterday «Judge Brown reversed the tormer de- | cision. He held that the property was not taken by the city for public use, but was destroyed by am officer of the city under a mistaken idea of bis right and officia! duty, but that for sach an act the city is not responsive - -2ee- < Five and a quarter per cent can besaved on | tax bills paid before the first of January, a saving worth effecting. At the same tims the tax-payers will do good public service by prompt payment, as they enable the District | thus keep money in full circulation at a time it when s0 much evil is done to business by a | onl disposition to board. | tes cure, sees. It was feared that this would be rather a dat! holiday business season, but the dealers who ad- vertise in Tue Srar say they are agreeably surprised to find their saies quite as good, if not | even better than last year. Forone thing, the season has commenced earlier this year, and | those who advertised their wares in alvance | bave reaped good returns. 22+ —___ ‘The New York Bren ing Post learns that some | new trick is to be tried by Tweed’s lawyers to get their client out of the Blackwell’s Island Prison, and predicts that when all their efforts have failed, Tweed will be found among the missing some fine morning, and somebody will be found the richer by a handsome sum. me sees ‘BECTORY aS ‘paiey BEPUBLI en ENING. a 7 » at T o'clock, mente for the fancral of Brothe 1,0, F, CoLUMBIA LODGE, Noa T weting this week will ny NG, 24th inat ae ix afi -—£ in desived 20 tho elect» nof officers: pf decade JOHN A MOL DDEN, a8. * PT aboe a uate by oF TPP. | & LODGE, quis tte mar) EVE ENING: Dectaiter he lock.
