No decision was reached. Vick Prestpent WILson on Friday evening last left fur his home at Natick, Mass., as has been stated. His physicians positively forbid anything like continuous labor, and the Vice President will probably remain at horae until the opening of the holidays. REDEMPTION OF Tak LOAN oF °.—The Senate Finance Committee held a meeting this morning, and agreed to report, with verbal amendments, House bill 478, which provides for the redemption of the loan of 1858. ‘The bil! as amended enacts that for the purpose of redeeming said bonds, it is declared to be the pleasnre of the United States to pay all the coupon bods of said loan on the ist day of ‘January, 1874, at which date the interest thereon se, and coin in the Treasury sufficient edcem said coupon bonds Is hereby appro priated for that purpose. The second section brovides for an exchange of the 1868 bonds for five per centum bonds, if desired by the holders of the former. Y., of Hon. Samuel Nelson, late Associate Justice of the Supreme Court of the United States and a member of the High Commission which framed the Treaty of Washington. He died suddenly, at half-past one o'clock Saturday afternoon, while seated in his chair at bis residence, at Cooperstown. Judge Nelson retired from’ the bench of the Supreme Court of the United States in Novem- 572, having occupied judicial positions for 'y Hity consecutive years, rest; on account of infirmities of age. in Hebron, Washington county, N. Y., in 1792, and succeeded to the bench of the Supreme Court of the United States after having served terms as justice and chief justice of the supreme court of New York state. Favorine IncReastnG Taxatton.—At the meeting of the Committee on Ways and Means held this morning the letter from the Secretary of the Treasury to Mr. Dawes, recomending increased taxation (an abstract of which was published in Saturday's STAR) was read, and after an extended discussion the following reso lution was introduced by Judge Kelly, of Penn sylvania, announced bis intention to present it to the House this afternoon: Resolved, That it is the sense of this House that the taxes which now burden the peopl: should not be increased, but that the extraordi hary mears required for the support of the gov ernment during the temporary paralysis of the indnstries of the country now prevailing should be obtained by a temporary loan or lowus, bear- ing ® low rate of interest in currency and re deemable in United States notes. A resolution was adopted calling cn the beads of the various executive departments to cut down their estimates with @ view of practis- ing rigid economy to obviate the necessity of additional taxation. THE Lisrary oF ConGrEss.—The annuai report of Mr. A. R. Spoftord, librarian of Con gress, states that 12,407 volumes have boer added to the collection during the year, which ended the ist inst. The aggregate nui'yer ot books now inthe library is 258,752 volumes, b sides about 5,000 pamphlets, | In the copyrigh department there have been 15.372 entries ma: during the year, and the librarian has paid in the Treasury the sum of $13,404.10 as the re ceipts from ‘copyright fees. This exceeds the entries of the year preceding by about ten per cent. The librarian reports the accessions t) the library as unusually valuable, including an almost complete set of the County Histories of England, purchased in London, aud very im portant as throwing light upon the hisiory and genealogy of thonsands of American families. The rapid growth of the library and of the cop: right business of the country render the nec sity for a new building ty accommodate its over- = stores an imperative necessity. While retaining in U itol a sufficiently large li- brary for legirlative and judicial use, Congress has already authorized the preparation of plans for a separate building, and the commissioner appointed to seect a pian will shortly make the award of premiums. The location of the build- ing, however, is not yet settled. Mr. Morton, from the Committee on Privi- liges and Elections, reported that the Commit tee were abont equal divided as to the respec tive right of Messrs. Pinchback and McMillan to. seat in the Senate from Louisiana, and asking to be discharged from the further con sideration of the subject and that it be remitted to the Senate for determnination. Mr. Martin then offered a resolution that the credentials of P. B.S, Pinchback as Senator from Louisiana for the term of six years from March 4, 1672, being in regular form, &c., he is entitled to admission. and that any contest as to hig right to @ eat will be properly made there- after, Mr. Martin said as this was a question of priv ilege be should call it up to-morrow. Mr. Saulsbury hoped the Senator would not call up this question to-morrow, as it was of great importance, and he did not think It should acted on before the holidays. Mr. Martin said he did not propose to take action to-morrow, but it was important that action be taken on this subject before the boli days for many reasons. Mr. Ferry (Conn.) inquired whether the re port and evidence in the Louisiana case, taken at the last session, were now before the Senate The Chair replied that it was not. Mr. Ferry then moved that it be taken from the files of the Senate and laid on the table. Mr. Martin said this report and evidence was no part of the case of Mr. Pinch back, and while he did not object to its being availed of by sen ators for intormation, he must object to it- being considered as having any formal connec tion with the case of Mr. Pinchback Mr. Conkling inquired whether any evidence had been taken betore the committee at the present session. Mr. Morton replied that the committee had taken no evidence at this session. The question now before the committee had been one simp! of law. There was no controversy as to the facts. Mr. Pinchback was prima facie entitle to the seat. His case was the same as that of Mr. Goldthwaite, ot Alabama. In reply to a question of Mr. Edmunds he said that the o, nent of Mr. Pinchback would contend tha’ was not duly elected, and that the legislatar which electéd him was not a legal legislature. Mr. Edmunds stated that in his opinion the report and evidence at the last session were con nected with this case, and shoald come officially before the Senate when the case comes up Mr. Thurman denied that Mr. Pinchback had apy prima faci case. (Conn.) never dreamed of any tion being made to have the papers of last session bearing on this case broughf formally betore the Senate. It was impossible to cor sider this case without these papers. It would he impossible to go into the question of M: Pinchback’s credentials without considering the gubernatorial character of Kellogg, who signed them, and the electoral power of the legistature which elected bim. Sir. Conkling agreed with the view taken by Mr. Morton. The motion of Mr. Ferry was then agreed to.
