Sickles has done some very creditable and important work im the line of diplomacy, but it must be admit- ted, if reports are true. that he signally failed in the conduct of the delicate negotiations be- tween the governments of Spain and the United States. His vital mistake seems to have been in losing his temper. There are two classes of persons at least who should never let their an- gry passions rise if they desire to be success- Sal aipiqmatiats and politicians. The blusterer in either role is always sure to come to grief. Bravado may overawe for a time, bat it soon proves ineffectual. The New York Evening Post says of. Gen. And in a few years more, when the resources of Maryland and Virginia are developed by an intelligent and compact population, and the means of rapid commun: cation with all sections of the country are mul- tiplied, Washington may be the Paris of the Dew World.” General Manuel Quesada, agent of the Cu- ban republic in the United States, has addressed @ long communication to President Grant, ir which he appeals for the recognition of the belligerent rights of the patriots. It is ably and earnestly written, and embraces many pre- cedents upon which this government might base its action, and a review of our own strug- gles for independence. The war in Cuba has bow existed over five years, and has cost Spain 60,000 men and enormous treasure. Gen. (ue- sada believes the patriots have fairly won the recognition of belligerent rights, and that if our government would concede this they would son conquer their independence. The Beston Transcript imdorses the nomina- tion of Mrs. Badger as a candudate for the school committee from ward 4.
