Sickles has done some very creditable and important work im the line of diplomacy, but it must be admit- ted, if reports are true. that he signally failed in the conduct of the delicate negotiations be- tween the governments of Spain and the United States. His vital mistake seems to have been in losing his temper. There are two classes of persons at least who should never let their an- gry passions rise if they desire to be success- Sal aipiqmatiats and politicians. The blusterer in either role is always sure to come to grief. Bravado may overawe for a time, bat it soon proves ineffectual. The New York Evening Post says of. Gen. Sickles, that “even if there were nothing in his antecedents that made his appointment originally a subject of regret among reflecting and respectable people, his impetuous and ill-governed temper render him & peculiarly unfit person to conduct negotiations So delicate as those arising out of the case of the Virginius. <A question of war or peace between two powerful nations cannot be safely entrust- ed to any man who is at all wanting in self. | control, whose character does not altogether command the most entire respect, and in whom | is not felt the most implicit confidence that he can only be influenced by the real good of his country.” The / therefore commends > retary Fish for his action in ignoring Sickles, and says a Secretary of a more excitable tem. per and more susceptible to popular feeling, might very easily, by a false step or two, have involved us in a war with Spain. — see “Our New Capita Under this head the New York @raphicspeaks Of the prospect that Washington will bacome one of the most important, beautiful, and at- tractive cities in the country, and says: “The compietion of her public works will Jay the foundation for growth and prosperit: will then be. well drained. healthy, snd con easily traversed. It is the center of political at traction, power, and intluence. Its departments are full af brains and culture. Its winter so- ciety is already brilliant. Its libraries afford . unrivalled factiities. It is fast becoming the seat of scientific inquiry and information, and the proposed national university will make it a — and educational metropolis. Every ds to the population and beauty of its Znvirons, which for natural loveliness are no- where surpassed. And in a few years more, when the resources of Maryland and Virginia are developed by an intelligent and compact population, and the means of rapid commun: cation with all sections of the country are mul- tiplied, Washington may be the Paris of the Dew World.” General Manuel Quesada, agent of the Cu- ban republic in the United States, has addressed @ long communication to President Grant, ir which he appeals for the recognition of the belligerent rights of the patriots. It is ably and earnestly written, and embraces many pre- cedents upon which this government might base its action, and a review of our own strug- gles for independence. The war in Cuba has bow existed over five years, and has cost Spain 60,000 men and enormous treasure. Gen. (ue- sada believes the patriots have fairly won the recognition of belligerent rights, and that if our government would concede this they would son conquer their independence. The Beston Transcript imdorses the nomina- tion of Mrs. Badger as a candudate for the school committee from ward 4. It says she was trained ina normal school, has been a professor of a college, is widely known asa teacher of singu- | lar ability, and respected and beloved for her | fine womanly and motherly qualities, and asks | «Why shonid not the costly educational insti- | tutions of the city have the much-needed advan- | tage of her oversight and that of others of her | own sex equally well qualitied for the position, especially when we take into account the crowd of female teachers and scholars needing their care and counsel." -20e- ‘The House has acted early upon the Presi- dent's recommendation by passing a genera! ‘amnesty bill, wholly removing ali political dis- | abilities. The large majority by which it passed is a hopeful indication of the speedy re- turn of good feeling between the north and the south. When the bill passes the ate, as it undoubtedly will, it should be remembered th: President Grant is entitled toa very large share of credit, since he has persistently recemmend- | ¢d such @ measure, we believe, in al! his mes- Sages to Congress. . . We read that a recent meeting of some of the sailors of the Polaris was held in New York to consider the subject of petitioning Congress for | extra compensation, in consequence of their hardships and loss of health through exposure Ifsuch a petition is received by Congress it ought to be favorably considered. The people ‘would approve of a *‘back-pay” bill for the re- | hef of the stout-hearted fellows who reflected | honor on the nation by carrying the flag to the farthest point northward ever reached by civil- ized man.
