Vice President and General M ef the Baltimore and Potomac Kailroad, a cop: ef the opinion of Col. W. A. Cook, the Attor- ney of the District, in relation to hel! ringing and blowing of whistles in the vicinity of the Jefferson School Building. Governor Shepherd says: “The opinion has been furnished in pursuance of a communication referred to that officer, emanating from the teachers employed im said Duilding which they ask that steps be taken to effect a discontinuance of the annoy- amce, as it seriously interferes with the school exercises and discipline. It is desirabie that furter complaints should be obviated without @ resort to measures of the character alluded to im the attorney’s opinion, and | therefore present the matter to your attention, and re- quest that you will give instructions to the em- ploves of your company to observe the provi- sons of the law in this particular.” Mr. DuBarry in reply says: ‘In obedience to nest therein conveyed, orders have been given fo abandon the use of the bel eases of emergency, when absolute mands that a warning be e given, s king on track. IMPORTANT To Britpixe Iu the case of Cook vs. The | c Savings md Building association, which was in the Court yesterday, a verbal order was by Judge Humphreys for the relief of Plaintiff’. Cook isa member of the associa- tion, and having borrowed about $4,000 from the funds, secured the same to the association by a deed of trust on his bouse, and failing to meet | his payments, the trust was sought to be fore- closed, as is usual in such cases, the sale of the property. He prays for the issue of an in- junction against the atsociation, claiming that dues are usurious. Judge Humphreys granted the prayer, saying that it was no time to turn men out of doors, when business was so dull and means of living'so scarce; that the as sociation possessed the deed of trust, which would be ae to them « year from now as at this time, and that they could in no way be ma terially inj bya littiedelay, which probably would enable ‘= inti’ to make satisfactory arrangements. The answer of the associat was that they loaned to Cook, in May last 81 ul took a deed of trust, on his property, that since that time, he bas refused to pay constitution provides for a sale of property im default of the payment of dues for four months, but the ed beyond that period A New 1c CHURCH AT THE West Exp.—On ning last a new place opened at the corner of Penn Due and lth street, under the Reeve Hobbie. a priest of the church. Although there were a num- ber of fine carriages of Virginia manufacture, an absence of carts and wagons was noticed, which is to be regretted, inasmuch as improve- ments in farm and road ‘wa, The array of of the capabilities of Loadown adjoin- ing county. Noticeable among the household pro- ductions were good butter, bread, and fruit med to preserve the natural flavor. More premiums and larger ones for these articles woulkt be productive of great good. The ex- hibition of fruit was confine! to apples, unless the Vicar of Winkfield pear be deemed worthy ot notice. The applies were large. sound, and many of them winter-keeping varieties There were the Landover Pippin, Albemarie. Paradise, Grindstone, Limbertwig, Winesay and others. In grain, while the sample: ited were excellent, it seems to me that the farmers of London should have made a larger show at their county Jair. There was quite ax gocd @ show, perhaps a better, at the last an- hual meeting of the Woodlawn Farmers’ Clab of Fairfax county. Phe potatoes were simply mammoth, really too large to be gool. As [ did not cut any of them, I dare not say they were holiow. Still size is not to be considered & misb, as we €annot stop a potatoe’s growing if we would, and I doubt if we would if we could Among other vegetables shown were large Sweet potatoes, yams, rntabagas and beets, and a pocketful of “ grabers” on the vine. I now come around to THE STABLES, and will only say that the collection of horses, asa whole, was distinguished by the absence of any remarkably fue ones (creme de la creme) or intolerably poor ones. The horses were simply fine. Asa whole, the fair, as an exhibition of the products of Loudon and Fairfax coanties— for I saw a number from the latter county who went not empty handed—was one calculated to maintain the ancient reputation of Piedmont, Va., for fertility and enterprise. But there was an exhibition of another sort, which, in my opinion, and m the opinion of ‘the majority of honest men, reflected no crediton the managers of the fair. I refer to the :argest EXHIBITION OF LICENSED GAMBLERS and swindlers that I ever saw at a state or coun- ty fair. They were there in hordes, with ‘wheels ot fortune,” with the “little joker,” with the knives and rings, with the envelope | game, Dr. Cheatem’s soap, monkeys, monstroci- ties, and clowns. Now, it is unnecessary to argue that these contidence games and side- shows are wholly foreign to the legitimate ends | of an agricultural fair. If they bring some mo | ney in they take much more out. If they at- tract numbers, which is not conceded, as few | will pay the admittance fee for the sole pur- | Pose of risking a dollar: the members are of a | Claes that are better out than in.
