The Commissioner of Edncation, who visitet | the Vienna exposition, expresses himself highly gtatified at the American educations! exhibit, | which, m many respects, was far superior to that of anyother country. He says that the | American group was point of great interest | during the entire exhibition, and that he was | everywhere met with requests for Americ: @ducational statistics, plans and photographs A @f American school buildings, &c. As the | model of the Franklin school building was the | only one on exhibition, it came in for more than an ordinary share of attention, and was crit- ically Inspected and favorally commented upon by thourands of foreign visitors. The commis- | stoner say shundreds of sketches of it were made | by persors interested in education in Europe, | © Probably with s view of recommending the plan of the building, or at least some of its leading features, tor adoption in their own localities. | Without disparaging exhibits of other | th American cities, which were highly creditable, | the commissioner is glad to be able to say that | the showing of the city of Washington re- | flected the greatest honor upon its school aa- thorities. Several features of Washington's exhibit were unique, nothing s r to them being on exhibition; as, for Instance, the model | of the Franktin school building and the charts showing our past and present educational status. Considering the difficulties under which Amer- ican Interests labored at the beginning ef the | exposition, the commissioner thinks that the tinal educational showing of the United States was exceedingly gratifying } A case involving important principles regard- ing trade, the responsibilities of commission and | other merchants or agents, together with the responsibilities of owners, of steamboats and sailing vessels, as also the higher rights of farm- ers who send their produce to market, came up | recently in the Baltimore courts. A colored | farmer of Accomac city, Virginia, shipped a | quantity of potatoes to a commission merchant in Baltimore who received them, sold them, | and forwarded the receipts, less his commis- sion, to the former by the clerk of a steamboat. | The money never reached its destination and | the commission merchant refused to make good the farmer's lose, contending that he had availed himself of the best means of forward- ing the money. Suit was accordingly brought and on the trial the clerk of the steamer swore that the money was never handed him. Never- | theless the court decided in favor of the de- fendant on the ground that the custom, fre- quently adopted and acquiesced in, of agents remitting money as above stated exonerated | him from further obligations. The case has | been appealed for the decision of a higher tri- | bunal. see: Santiago de Cuba, a city whose name will | henceforth be heard with a shudder, was for- merly the capital of Cuba. It is a maritime city, and im 1453 contained a population of S. It is the second city in size on the island, and is situated on the Santiago river, six miles from its mouth, on the south coast. built, with wide streets, and houses chiefly of stone. The principal butldings are the cathe- dral, sevaral other churches, a college, and bumerous convents and schools. Its port is four miles in length, is well shelterod, is defend- ed by several forts, and is deep enough for ships of the line. It is romantically situated, | betng hemmed in by mountains, but the climate is said to be very unhealthy. A famine is reported in Greenland, owing to the failare of the fisheries, upon which the peo- ple mainly depended for their supply of food. In one village alone it is said that one hundred and | fifty people have perished. Liberal contribu- | tons would doubtiess be made for their relief were there any means by which they could be | \ safely forwarded to them. The people of Green- ‘and have placed both Great Britain and the | United States under some obligations by their | bospit: treatment of polar expeditions which have frequently been obliged to halt at different points on their coast for repairs and supplies. They are represented as a kind-hearted people, and something should be done to relieve their necessities, ——__-«ee- Just at this particular juncture, look out for reports via Havana to the effect that “the in- | surgents have again been defeated;” that “the | insurrection has been almost suppressed,”’ <c ‘These stories are got up for a purpose, and that Purpose is to discourage action on the part of the United States government looking to the relief of the patriots. The butchery at Santia- go de Cuba will only serve to nerve the arms of the patriots to strike harder blows than ever in behalf of their freedom. — Ger. Washburn tells bow it was in Wisconsin. He says the republicans lost the election in that state because they were indifferent, while their opponents worked earnestly; also, that credit mobilier and back pay caused this apathy. Other obstacles to republican snceess were the temperance issue and the grangers’ or farmers’ movement in some localities of the state. He thinks the success of the republican party in | the state hereafter will depend upon the action | ot Congress this winter. — A correspondent suggests, in view of the possibility of a war between the United States | and Spain, and the capture of Havana by the Americans, that General Butler be placed in command of the city. nothing like be- ing im time.
