The question whether church property should be exempted from taxation is attracting in- creased attention, and is made the subject of a recent essay by James Parton, the historian. Conceding the importance of the part which churches play in our modern world, and how much solace, admonition, elevation, and enter- tainment they afford # maltitudes of most worthy people in every land, you do not strengthen an institution, he argues, by p: Perizing it, and you do not strengthen it by making it s fractional part of a pauper, even to the extent of relieving it of its taxes. Tax- ing ecclesiastical property, so far from being an injury to the church, should be one of those jast, wise, and timely measures which benefit everybody and hurt nobody. It would send the sap circulating through torpid members; it would extinguish some feeble life, but it would strengthen and vivify the fittest, which would survive. “This is the opinion of many of the most influentia! members of the Evangelical Alliance. Im support of his view Mr. Parton refers to the state of things now existing in any repre- sentative country townin the United States. He cltes the case of one in New England of 10,0000r 15,000 inhabitants to show how a fair taxation of the churches would work in practice. In this town are seventeen churches struggling for life ‘The moral and benevolent activity of the place— that noblest part of human toil which is dedi- cated to the general good, or to some object in which others share besides ourselves —this most precious overplus of human energy, strictly limited as it is in amount, ts chiefly expended in keeping the breath of life in these seventeen feeble orgavizations. For this the ladies sew, edntrive, beg, cook, sing, hold fairs, give enter- tainments, get up picnics, drum for the Sunday school, and move heaven and earth. For this seventeen anxious clergymen toil, sche nd wear out their souls. For this seventeen sextons pull the awful bell, making the day hideous with horrid noise. This strain upon the best activity of the place is due to the simple fact that one-half of these churches are superfluous. On s certain Sunday, some months ago, a fine day in winter, it was determined by actual count that the whole number of persons atteud- ing these churches during the day, including the two services, was 2,500. The entire church- . going population would be handsomely accom- modated in one-half the existing edifices. Why, | then, do they not unite? It is because none of | them can quite succeed in dying. While there | is life there is hope. They hold on, and will hold | on, aslong as it is possible for the annualex- | pense to be met. The law of the survival of the | fittest bungers for the extinction of half of them, the exemption from taxation. In the case of the wealthy city churches, Mr. Parton points out the hardship to the tax-pay- ers from the exemption of church property from taxation. How heavily rests the burden of life upon the shoulders, and upon the heart, too, of an average citizen and virtuous father of a family! For ten years he toils and saves, deny- ing himself many alluring enjoyments, in order that he may make a first payment upon a mod- est home for those he loves. Then he works and saves for another five years te pay off the mort- gage. When all this is done. when he is at last the proud possessor of the nest that shelters his family, he goes like a man every year and pays a tax upon it, from $106 to $200. But right before his eyes, rises a lofty and luxurious edi- fice, the property of « few rich men, which they only care to ase four hours a week. It is worth balf a million dollars; and if it were fairly taxed it would place in the city treasury in the course of the year not less than $10,000. But it will not pay in one dollar, because it | baetwo steeples upon it. But mark: if a mob | should burn it, the tax-payers would be ex- pected to pay every dollar of the damage. At this moment anumber of very worthy gentiemsn who stand justly high in the community, are building in the Fifth avenue an edifice for their Sunday edification which is to cost about $800,000. The land alone cost $350,000. These gentiemen havea perfect right to build this elegant and costly church if they can afford it, and if it atcords with the principles of their religion, of which they alone are to be judges; but churches of this character m: fairly be classed as luxuries, and, as such, are peculiarly adapted to taxation. Many good Christians deeply lament the expenditure of so much | money upon edifices which minister to the desires of so few, and to those few during only « few hours in every week. Sut those | lamenting Christians should be told that ! the only way to keep within bounds the erection Of these costly churches is to subject them to | Just and equal taxation. stee- “Whether the ‘‘grangers” of jthe west succeed in all their undertakings or not, there is no question but railroad rates need overhauling | and rearrangement on a basisof common sense. At present goods can be shipped by all rail from New York to Chicago via the New York Central line (through Buffalo), and back to Buffalo by propeller, at a less rate of freight | than they can be shipped from New York to | Buffalo direct by the same road. Now, either the local rates from New York to Buifalo are simply extortionate in themselves, or else those from New York to Chicago are so low that peo- | ple living at intermediate points have to be taxed excessively to make good the loss on that Dusiness. In either case it is clear that a radi- cal reform is needed. ‘The Washington correspondent of the Cincin- | atl Commercial telegraphs to that paper the | important intelligence that work has stopped on | the new residence of Senator Stewart in this city, because, as he says, the weekly bills of the workmen have not been paid. Whether or not | there is any truth in the report we do not know, and we presume the public will not care; bat if it is the part of progressive independent jour- | nalism to thus meddle in and parade in their | columns the private affairs of public men, the sooner we get back to the old-fashioned partisan way of dung things the better. eens They are still keeping up the row in New York about the imprisonmest in Brooklyn of Shanks, he of the Tribune.
