"EVENING STAR | -——=meeeins | Oe ees | e | See aie ne ee EVENING STAR. Largest Cireulation in the District | "WASHINGTON CITY: _ FRIDAY. «+-eeees October 10, 1873. == The Financial Outlook. ‘The depremion in the New York stock market yesterday seems to have been due to the fact that the banks were calling in their loans to strengthen themselves for currency payments; thus compelling the brokers to unload their stock, The progress, however, towards the normal, pre panie condition of Guancial affairs is steady and satisfactory. In Washington everything is encouraging. The associated banks are paying out currency freely, and the amount of certified checks turned in daily is merely nominal, being yester- day only about $2,000. There is a great scarcity of currency yet throughout the eountry, but Washington city ts easier in this respect, proba- bly, than any other city, owing to the amount put in circulation here by the government. Business men compiain of difficulty in mak. ing collections, but that is not unusual at this time of the month Telegraph Deadheads. The r { the president of the West- crn Union Telegraph company contains this significant and humiliating paragraph : s issued to government officials 4 of the total compli- of the Westera States and 9 ter- action of the national, state, and m authorities, and the jadicious use of compli- mentary franke among them has been the means of saving to the company many tim the money-value of the free service performed Commenting on this remarkable confe: the New York Trifune very forcibly says : his is all right, we dare say, from Mr. Or- ton’s point of view; but what an illustration it furnishes of the dead-head system! Govern- ment officials have it in their power to impair the property of the company, and franks are distributed ‘among them to keep them quiet. Now, are we to umderstand that government of- ficials are thue paid to let the company alone when their duty is to interfere with it; or that they are paid to abstain from vexatious and un- warrantable proceedings which they would probably institate if they were not pa the «complimentary business’ of the Western Union the price of official neglect of duty, or is it black mail’ ny The Tribune might have gone farther, aut ‘ asked, with equal pertinency, why franks over the same lines are given to representatives of the press for the transmission of their private business? Are journalists thus paid to let the company alone, when their duty to the public requires them to expose its ineificient service, its extortionate charges, and its utter disregard of the rights and interests of the people at large? Newspapers have it in their power to tell many ugly truths which would impair the proper pany if published. Is the complimentary business to the press the price of neglect of duty, Orton takes the stand we suggest a clean breast of it, and tell all dead-hea will be. ley remarked, migh — a A recent decision of the L court for the east is inter cipalities knows about late Mr. Gree for errors of judgment on t ary authorities. It may be exercised ander the limitation that the public interest is to be served; but where, aiter every proper preeaa- tion has ocen taken at quarantine, the tima for the discharge of the vessel arrives, she ought to be released, and further detention is a wrong for which the municipality should answer. —-+ee- Rumor was busy in New York yesterday in regard to mercantile failures, but so far from being true, the Zzpress says, the leading dry- goods houses report a decided improvement in their collections, and a feeling of more encour- agement in their trade. While many of the New York banks are receiving and paying out heavily, the majority of the directors of the clearing house banks hesitate to break up the arrangement by which the banks *‘pool” their legal tender notes. —.2e--—__ ‘While all the rest of mankind have supposed that the Hub bad an adequate sense of its im- portance in the structure of the universe, the Advertiser broaches the remarkable theory that Boston's great draw-back is bashfalness and “‘gelf-depreciation.” ld that while a dl to the board of of quarant: be w Oregon Wilson, young artist of considerable repuiation, died at Santa Barbara, Cal., of typhoid fever, on the 27th ult.
