In order to afford a more convenient circula- ting medium than the certified checks now in use, the associated baths propose to issue bank certificates payable to bearer. The form of this certificate is upon the basis of the New York nd they afford the le relief for the pre- vailing want of currency. They are abundantly secured being guaranteed by double the amount, in collaterals, and the Controlling Committee, which examines these collaterals, is made up of earefal clear-headed business men, like Wil, . president of the National Say- who exercise as much vigilance in passing upon these securities as if purchasing on their own account. Thus. for mstance, if a bank has a credit of 25,000 with the bank association on its collaterals, instead of receiving a single loan certificate of that amount, it can take it divided up in the shape of bank certificates of small ns for the accommodation of its customers, to whom, as these certificates are payable to bearer, they will answer every purpose of green- backs in the way of currency. It has been often practically decided in the courts that while no person shall be de- | Prived of the formal title to property without | compensation, yet he may, without compensa- tion, be deprived of all, or a portion of, that which makes the title valuable. The supreme | court of New Hampshire has, however, estab- | lished the precedent of adecision more in ac- | cordance with common sense. The plaintiffs in the consisting of meadow lands lying on a river. Northerly of these farms there was a narrow ridge of land some twenty-five feet high, ex- tending from high lands on the east, westerly to the river, protecting the meadows from the effects ef floods and freshets in the river. ‘Through this ridge the Boston, Concord and Montreal railroad, in constructing their road, made a deep cut, through which the waters of the river sometimes flowed in time of freshets, carrying sand and gravel and stones upon the jlaintifis’ meadows. By this new decision newspaper property consists of the right touse and dispose of the newspaper, or any part of it, and it follows that the act of obtaining that right by false representations is clearly obtaining property by false pretences, in law as well as in fact. ee itisa ‘singular fact that the ravages of the yellow fever this season have been mainly con- fined to two localities, Shreveport and Mem- | phis, where it still rages with unabated vio- | lence. The causes of the disease are always | more or leas clearly defined, and these once re- moved the effect ceases. On the presumption that there are special causes for the terrible in- roads of the yellow scourge in Memphis and Shreveport, it would be well for a medical com- mission, after the disease has abated, to make a careful investigation, with a view of ascertain- ing what particular conditions generated the disease. Such a commission might be appoint- ed by the American health association, which meets in New York within a few weeks.
