New York as the great bnancial and basiness center, natarally draws the funds of other dities to it, and when as at present, ® premiam of five and six per cent. for currengy over eertified checks is paid in that citp4he impemms of currency in that direc- tion is greatly accelerated. It is stated that a considerabi@ portion of the amount drawn out yesterday from the Washington banks that con- tinued to pay oat currency, was expressed to New York for sale for the premium, or for speculative purposes, as buying stocks at the low rates prevailing there. [t is easy to see that the practical effect of this is to deplete this city of currency to the great injury of business. ‘There is scarce a merchant or dealer in the city but finds the prevailing scarcity of cur- rency almost a complete chec k to business at this time; and the evil promises to be felt even more severely if the present drain is continued, and the existing amoant of carrency is further ¢rawn upon to,go to New York or to be hoarded im safes and stockings at home. The course adopted by the bankers of the leading cities outside of New York in issuing certified checks as asupplementary business fund, and paying out currency only in small sums when actually needed for legitimate uses, is the only way to Protect the business people from panicky someak or unscrupulous speculators on the @ public. — wees —___ Aid fer the Sufferers. ‘We must not allow the inconyeniences and difficulties arising from the present financial panic to cause us to forget the deplorable con- ition of the fever stricken sufferers at Shreve- port. From the vivid representations made to us by the Rev. Dr. Tudor, of New urieans, (formerly of this city), we are satisied that there is scarcely a case on record where the needs of a community sppealed with sach ter- Tible pathos to the sympathies of the benevo- lent. The country, and the whole world in fact, responded promptly to the appeal in behalf of the sufferers by the great fire at Chicago, but the amount of real suffering there was iufial- tesimal compared to thatot’s ® whole commaai- ty stricken down by pestilence as at Shreve- port. The late@ infermation from there by telegraph is to the effect that the fever is raging with unabated fury, that the destitation pre vailing is as heart-rending as the disease itself; that the resources of the benevolent Howard association are exhausted, the poor are threat- ened with actual starvation, and the sick and dying are to be deprived of the commonest comferts humanity can offer them. We hear that acommittee of energetic and benevolent citizens of Washington will at once set about canvassing for subscriptions for the aid of the unfortunate community of Shreve- port, and we doubt not that the people of Wash- ington, who have aided so generously in propor- | tion to their means when the necessity was far less a, will not be behind hand in this case, | +s0e- ‘The congratulatory call upon Governor Shep- | herd wade by the leading business men of the city last night in a body ought to set at rest the falsehoods sent away from here to the effect that the business interests of the city were op- posed to his administration. It will be seen by the list of names that almost every prominent business man in Washington took part in this demonstration of confidence and good wili in | and towards Gov. Shepherd. And, as well stated by one of the speakers, the gathering ‘was composed of personal friends, without re- gard to party, faction, or creed. In fact, a very considerable proportion of those partici- pating in this demonstration of confidence in the friend of their boyhood and their manhood were of those who take no part in politics be- yond what is required by the daties of good citizenship. Among these may be mentioned the two speakers on behalf of the visitors, Mr, Mitchell snd Mr. Given, who, though held amongst our most respectéd bysiness men, are conservative in politics and certainly cannot be ranked as partisans of the Board of Public ‘Works. The endorsement of old friends and neighbors, the substantial business community of Washington, in this hearty and unsolicited manner must have been particularly gratifying tp Governor Shepherd. ‘Tas Govseyuas? aD THE NarionaL Banxs.—The Secretary of the Treasury does ‘not think there is any satherity in the national banking .aw te warrant the Interference of the government in the case of any national bank which may suspend payment to its depositors: ‘This is something, he says, which the govern- ment has nothing to do with. Unless a bank Tefuses to give legal tenders for a note of its own issue they wil) not interfere. In the case of the First National Bank in Washington, when they wanted a receiver appointed, he says he fad great trouble to find one of their own notes to protest, and that the bank could just as well ave gone on and liquidated its debts and saved its charter; for when he once appoints a receiver the benk is like a dead man, who cannot be brought to life again by the payment of the debts against his estate. —_\_<ee—__ If some of our shrewd business men would advertise to receive certified checks in payment for goods, they would be spt, not only to make large sales, but they would do substantial ser- vice to the community by showing how these checks can be made practically available in the way of currency. To facilitate this operation, we would suggest that checks be drawn for mall amounts, in even figures, as $5, $10, $20, and soon. These checks, indorsed by the alqp- ciated banks, would be quite as valuable and serviceable as greenbacks. ——_—_-ee-___ It seems that after the government of France bad paid to Germany the last instalment of the war indemnity, an additional claim of 1,000,000 francs was presented by the German for ex- penditures in keeping up the French postal ser- vice i= the departments cecupied by the German troops.
