Largest Cirenlation in the District | WASHINGTON CITY: WEDPNESDAY......September 3, 1873. ‘We yesterday quoted from the report of the Commissioner of Education for 1572 to show that the District of Columbia possesses many important and distinctive features of education of which no other locality can boast. Tarning from this particular view of District educational Sffairs we refer to the statistics of popular edu- cation in this District and find that the total Bumber of pupils, white and colored, enrolled im the public schools of Washington, George- town, and the county im 1872 was considerably over 2,000. But this does not embrace the pupils attending private schools, of which the commissioner's report shows there were last year 101 in Washington and 21 in Georgetown with an aggregate attendance of 6,217. It should be stated, in this connection, however, that in this namber of private schools is in- cluded twenty conducted under Catholic aus- pices, many being parish schools, with an ag- gregate attendance of 2,963. Combining the st- tendance of the public and private schools we have a grand aggregate of nearly 27,000 pupils, or more than one-fifth of the entire population of the District. This isan nnusually large per centage, and amply demonstrates that our citi- zens are fully awake to the necessity of educa- ting their children. The statistics of charitable institutions in the District, noted in General Eaton's report, also proves that Washington, in proportion to its population, is far ahead of all other cities in the number of its charities. The report shows nineteen such institutions, with an average number of inmates of about 1,800. Of these nineteen institutions but six are wholly or par- tially supported by the government, while thir- teen are sustained by the voluntary contribu- tiqns of citizens of the District. We have several times referred to the justice of Congress relieving us of at least a part of this burden, for the very good reason that a large propor- tion of the persons supported by private benev- olence are not bona fide residents of the Dis- trict, but belong in the states. We trast that Congress will at some future day see the pro- priety of the government assuming an equitable sare of our charitable burden. A arose The Board of Health is still divided on the night-soil question, and there was quite a lively discussion of the subject last night, from which it appears that the calculations as to the cost of the Rochedale system, advocated by Dr. Verdi, differ very widely. Mr. Orton, who was superintendent of scavengers for @ year, gives 6,474 boxes as the number in Washington and Georgetown. By Dr. Verdi's system of tubs, to be removed weekly, it is claimed that two men with a horse and van will remove six hundred. At this rate but 12 scavenger districts would be needed; each district employing two men and one horse and van, working ten hoursaday. Weekly expense for 24 men, at $1.50 per d for 12 horses, $48—total, $264. This, multiplied by 52 wee! gives an annoal expense of $13 Capital employed: 12 horses, at £150 a piece, $1,800; 12 vans, at 2200 each, $2,400—total, $1,200. Interest of this capital at 10 per cent., 2420; wear and tear, 21,308 The@e items being added to $15 give a total expense per annum of $15,000. It is asserted by some members of the Board of Health that the present expense amounts to 260,000 a year atleast. If the above figures are correct—they are based on what is claimed—the ditfurence is quite sufficient to demand the most earnest con- sideration of the subject before giving out a contract. It is also claimed that there is re- moved from Wathington and Georgetown twice as much garbage, in quantity, as night-soil. Yet $22,000 a year defrays ail the expenses of removing garbage, although the collectors get $3 per day fortheir work. That being the case, the locality, distances, and namber of houses being the same, it would look as_if Dr. Verdi's figures above are not much out of the way. } lakes, which will probably pr heat The night-soil being only one-half in quantity when compared with garbage, it seems unrea- sonable to pay £60,000 for its removal, while double the quantity of garbage is removed at &n expense of $22,000 per annum. The commission to investigate the causes of the Wawaset disaster recommended that steam- boat inspectors make it their special duty to frequently visit steamers, and without any pre- vious notification sound an alarm of fire, to test the efficiency of the crew and of the life-saving apparatus on board. This mere suggestion has already had a good effect in one case at least Captain James Harper, of the steamer Colnm- bia, which left Washington yesterday morning, thought he would see, provided his boat should catch fire, how bis crew world act under the circumstances, so before the boatreached Alex- andria he sounded the alarm on the main dec St 9.45, and in one and a half minutes the engi- neer, Mr. Jobn Bleasdale, had twostreams from the donkey and one from the forward d pump in operation flooding thedecks.
