September 2, 1873. ‘Washington as an Educational Center The very voluminous and valuable report of Commissioner Eaton, of the bureau of educa- tion, for 1572, devotes a liberal amount of space to an enumeration and description of tbe vari- ous educational agencies of the District of Co- lumbia, and a glance at the statistics is sufi- cient to convince even the most skeptical that in point of educational facilities the capital city of the country outranks in many respects any other inthe Union. It is gratifying to notice also that our progress is not only steady but rapid in this direction. Omitting anything more than a mere reference to our public schools, which are now admitted to be among the best in the country, let us look fora moment at the list of educational institutions mentioned in the report of Gen. Eaton. First, we have the Smithsonian Institate, an important] distinctive agency ‘‘for the diffusion of knowledge among men;” and which is so nobly fulfilling its mission. It stands pre- eminent as the only institution of the kind in the world, and its contributions to human knowledge in the shape of original disquisitions on diferent branches of science are sought and treasured by the savans of every land, while its extensive collection in the museum is a mine of wealth to the student of natural history and a source of interest and pleasure to thousands of visiters yearly. Columbiam College, Howard University, and Georgetown College, have ade- servedly' high rank as institution of learning, while the National Deaf Mute College can boast Of being the only imstitutions in the world for the higher education of the deaf mates—another Prominent feature among our educational Agencies at the capital. A large number of law and medical schools and secondary institu- tions of learning are given all of which are un- surpassed in the facilities they offer for instruc- within their particular spheres. model room of the Patent Office, which Contains over 130,000 models of inventions, and which, in connection with the drawings, Is ed- Ucational in its tendency, encouraging, as it does, and developing the inventive genius of the world, has no counterpart in existence, and is the admiration of foreign as well as domestic visitors. Peculiar facilities for the prosecution of various branches of stndy are afforded in ‘Washington which can be found nowhere else in the country. For instance, we have the bo- tanicai garden, with 4,000 species of plants, geo- graphically arranged, from almost every quar- ter of the globe; the Corcoran art gallery, with its paintings and statuary, soon to be opened to the public; the museum of the Smithsonian, (already mentioned,) containing specimens of North American and Enropean maramalia, stuffed birds and models of fish, @ series of min- erals, fossils, rocks, plants, a display of objects of bumsn art and industry, Indian curiosities, &c.; the museum of the Department of Agri- culture, with samples of the productions of every clime, and a series of insects injurious to the crops; the army and navy medical museum, with over XO specimens, illustrating in the different phases wounds and diseases of all kinds—the only museum of the kind in the world; the United States naval observatory, de- voted to astronomic and meteorological science, and many other institutions which are inval- uable to the student. Still another prominent feature of our educa- tional agences is found in the various public libraries at the capital, and which contain in aggregate 793,702 volumes. Of these libraries the library of Congress, with over 245,900 vol- umes, and the library of the Army Medical Museum, with 32,000 volumes, are rapidly swell- img in magnitdde yearly, Congress annually making appropriations for the purchase of ad- ditional works. All the other public libraries are also growing steadily. We instance these facts to show that our city has advantages as an educational center pos- sessed by no other city in the Union. The report of the board of investigation on the burning of the steamer Wawaset, first given to the public in yesterday’s Star, contains some good suggestions as to precautions against similar disasters in fatare,such as guarding against the charring and firing of wood-work by the heat of the boilers, and providing for the supervision of the government inspectors over the drill and discipline of steamboat orews- ‘The inspectors of the Wawaset are commended in the report, and it is agreed that they were correct in their certificates as to the substantial character of the boat and her machinery and the thoroughness of her equipments in ac- cordance with law. The question arises, how- ever, whether tt was not the business of the ts to ascertain if the officers of the boat were licensed according to law. If that is nota part of their duty it should be made so. The Teport seems to have ignored thestrong testi- ‘mony going to show the grounds on which the company or officers of the boat had reason to believe they were entitled to carry one hun- dred and fifty passengers. The Baltimore American referring to the report says that in the case of Engineer Nash he ‘‘is made the scapegoat for the sins of his employers and superiors.” The American forgets that in all Such cases public opinion in this country demands that somebody be “made an example of.” Without arguing the ques- tion of the culpability of the officers of the Wawaset, one or all of them—that will be fixed by the coming judjcial Inquiries—it is safe to say that hundreds of Steamers on American waters are daily naviga- ted by men no wiser, no braver, no better qual- ified for their duties and no better fitted to meet Sgreatemergency.
