SOME OF HIS OPERATIONS IN WASHINGTO! About 1 o'clock last night Detectives Mc- Elfresh and Sargent took into custody on the of swindling, a young man named G. C. Selvage, who has recently made his appearance in this city from Brookiyn, N. Y. Phe first development of his vain tricks, of which there are several, was on the 1sth instant, when he ‘sited Beacon Lodge, No. 15, 1.0 0. F., and Fepresented that he had bee: street cars and wanted to back to Brook- ft from Metropolis Iyn;‘that he had received re ge, No. 16, but not tog suilicient amount. Mr. Chas. B. R. That night they were informed that he bad beat the National Hotei out of five ys board. At that place he represented that he was an agent of @ firm in Philadelphia, but the said firm, upon receiving a telegram, re- lied that they knew no such person. (n last ‘ridgy he visited Eastern Lodge, No. 7, in South Washington, but they having been warned. he received nothing. He then came over to Pennsyl vanta avenue and offered to sell an Odd Fellows’ pin in front of Godfrey's sa- Joon. A young man, Chas. Lucas, a member of theorder, asked bim his pur; . when he replied: “To get lodging for the night.” Mr. Lucas offered to take him with him to his own bed, and dil so. in the arene, when he awoke, Mr. Cay (the bird) had flown, and had taken from Mr. Lucas’ vest all the money hehad—some #:5. Last night it came to the knowledge of Beacon Lodge that he had been seen on Capitoi Hill, when Messrs. Colledge, May, Towne and Just proceeded there, and found him acting as a juror on a case before Justice Ferguson, but the jury havingretired, they were compelled to wait until one o'clock this morning before they could get him. In the meantime they ——< ed for Detective McEltresh and his partner, Sargent, who had been looking for the young gentleman for sey- eral days. While waiting for them, officer ‘Gates was on duty with a warrant for his arrest, which hefturned over to Detective McElfresh on bis arrival. The gary, were discharged about ‘one o'clock, and Selvage was escorted to the police headyuarters. He is a hi me young fellow, with a light downy moustache and jaunty airs, and is caleu- lated to mislead almost any person. He will be arraigned on the charge of theft from Mr. Lucas to-morrow. They then ran to the Columbian Building and attempted, with a like result, to turn in 31. Officer Scott then ran to headquarters and caused an alarm to be struck for box 31, The fire department responded promptly, and, notwithstanding the flames had got some feadway, the fire was saccguished. Late in the afternoon yesterday there were a number of prayer and devotional meetings held, severai kK of the Sacra- mi among them one largely attended at the Y. M’ C. A. tent. At this there were a num! er of penitents forward, and it was deemed aivis: On account of the prevailing feeling when o'clock was reached, not to have preaching» but to protract this revival meeting. Thost d in the tent theretore proceeded to the , and the number of mourners was greatly augmented. This meeting was continued all night, and quite a number of conversions took place; it is stated over thirty. This meeting Was one of the largest ever witnessed at a camp, and there was but little sleep on the ground, indeed there were not sufficent accommods. tions for the crowd. Itis said that the conver- sions during the meeting will approximate a hundred, as there were a number at the tents during the night. ‘Thus it will be seen that the meeting has been & grand success, nothwithstanding the many draw backs incident to the first meeting on a new ground, and many attended it who will ree member it for the balance of their lives, BREAKING UP. Wasurxerton, D. C., Augast 25th, 1873. Editor Evening Star: The editorial contained —— issue of the 23d inst., in regard to the action taken by the Board of Health on the pro- posed contract for the removal of night soil, is pased. it appears to the writer, upon a mis- apprehension of fact. ‘The sum of $60,000 per annum was not men- tioned in the discussions of the board as a fixed sum to be paid any company for the night soil, but merely as an approximate mate of the cost of removal by the present bucket system; and the contract offered by the owners of the appa which has just been publicly tested by the Board of Health, and so successfully as to meet the approval of every person who witnessed its operation, & limited their compe: stipulated by law to be paid to the scavengers, Consequently, if, as is very correctly d, in your editorial, the extension of our system of Sewerage, and the increased use of water closets, inish the quantity of night soil to be removed, the cost of removal to the citizens, as well as the reeeipts of the parties removing the same, will be correspondingly reduced. Again, while, under the contract offered, the fees for removal are limited to those fixed by Jaw, the cost to the community will be reduced by {ne price of disinfectants required to be used, estimated at about $20,000 per annum, which Present is paid by citizens whose privies are cleaned, but whichif this contract were accepted, would be paid by the parties contracting for removal. Since then. the adoption of the proposed system of removal by pneumatic pump and air-tight vessels does not involve any additional expense either to the public treasury or to the indi- vidual citizen, but on the contr: reduces the total cost $20,000 per annu: nce by such adoption this city would be effectually rid of what fa in the experience of every resident and sojourner, and even according to the confession of the scavengers themselves, a most intolera- ble nuisance; since thig reform can be insti- m of privies or boxes, without jar or colli- , and without the discharge of tig present force of scavengers, what reason exis(s for de- pet Should not the Board of Health rather ‘¢ prompt and decisive action by entering at once into « contract with some resnonsible com- pany or individual for the removal of this ma- terial by some effective ap as, which will accomplish the desired ends? By doing so they will confer @ benefit on the community, an‘ meet the expressed wishes of many intelligent citizens. ‘Whatever may hereafter be developed as to the feasibility of making this branch of munici- pal service self-supporting, or a source of reye- nue, it is certain that at present neither the Dis- trict government, the Board of Health, nor any company or individual, so far as known, has, or desires to risk, the capital n to under- take the utilization of night soil on such scale as to relieve the city of any considerable por- tion of the constant accumulation. And it would clearly seem to be the duty of the board, leaving the problems of the future to be worked out in the future, to perform the duty of the present, by removing, at once, the injurious nuisance caused by the present filthy and dis- g system.
