Orders, accom- panied by the money, shduld be sent to the busi- Bess office of the paper. — The treaty proposed by the Premier of the Newfoundland government between that coun- try and the! nited States, would be alvantageous in many respects to both. At present the mer- chants of Canada can export oil and fish to the United States free of daty, bat Newfoundland not being in the confederation, and being in consequence deprived of the benefits of the reciprocity treaty, is compelled to pay a heavy duty on cod-fish, seal-oil, and furs which it exports to this country. The Dominion mer- chants, under the operation of the Treaty of ‘Washington, are gradually absorbing the New- feundiand fish trade, and use this fact as a argument in favor of the union of Newfound- land with the confideration. That country, however, has steadily refused to join the cou- federation, and in order to avoid being forced into it against their will submit to this country & treaty by which they may be enabled to in- troduce their products into this country free of duty, and in return for which they will grant the frce admission of American imports to their ewn country. The United States would be further benefited in that American fishermen would be allowed to land and dry their tish, and American seal-hunting vessels would be enabled to discharge their cargoes in St. Johns. It is thought the only opposition the treaty will €neounter will be from Canadian sources. —+200- The views of President Eliot, of Harvard College, on the subject of a national university, as expressed in an address recently delivered by him before the National Education Association at Elmira, New York, will attract considera- ble attention, and we have no doubt much crit- icism from educators quite as eminent as Mr. Eliot himself. He stated that the bills intro- Guced in Congress for the establishment of a national university had been almost solely the work of individuals, and that they are crude in, conception, cumbrous in the provision of the’ machinery of administration, and impractica- ble of execution. He contended that it isgno partof the government to establish and main- tain a great university, and that “the general notion that a beneficent government should provide and control an elaborate organization for teaching, just as it maintains an army, a navy, or a post office, is of European origin, be- ing a legitimate corollary to the theory of go ernment by Divine right.” We summed up opposition to @ national university as follow: «We indeed want to breed schola Poets, historians, novelists, engineers cians, jurists, theologians, and orators; but first of all we want to breed a race of independent, self-reliant freemen, capable of helping, guid ing, and governing themselves. We don’t object to “the great battery at Washington sending the electric flash and click over the vast iron maze to every city and town,” <c., but we think this red-hot enthusiast might let upon us in the matter of “the bells, locomotive, and other whistles, the trumpets, the drums, the organs,” &c. +222 —_____ Surprise is expressed in some of the western cities, where wood pavements have been in universal and successful use for many years, that they have failed in New York. It has been suggested that the New Yorkers do not know how to lay them properly, but the Tribune, probably bits the fact in saying that the enormously heavy drayage of that city requires astone pavement. That paper holds that the city must use goud stone pavements and not experiment further with a material which answers in Chicago or Brooklyn or other cities where travel is comparatively light, but which eannot sustain the heavy traffic of the me- tropolis. In Washington the wood pavement, when Properly laid, seems to stand well, there being | little heavy drayage bere. The trath is that every city must be a law to itself in the matter of pavements, and adopt such as are suited to its peculiarities and needs. Our city naturally needs to be paved, mainly with a view to smooth, pleasant, pleasure driving, and the rough heavy granite blocks requisite to sustain the New York drays would be utterly out of Place on our streets. ————— Ina lecture on the law of storms in New York & few evenings since, Dr. Thoms pointed out | how the approach of storms were denoted by | the appearance of the sky and the clouds, but mere especially by the never-failing admoni- | ons of the barometer, which forewarns the Bavigator from twelve to forty eight boars be- fore the verge of the storm reaches the ship.
