As throwing some light possibly on the cause of the Wawaset disaster, we may relate an incident which lately occurred on the Delaware river. A party of Washingtonians on their way to Cape May took passage at Newcastle on the steamer lIronsides, running between Phila- delpbhia and fe Cape. Some ‘ime after going on board, two gentlemen of the party had occa. sion to go by or near the engine room, when they discovered the fact that neither the engl- neer or his assistant were at their post—that the engine was, in fact, running itself? How long this state of things had existed when they made the discovery, they had no means of knowing, but regarding the circumstances as singular, to say the least, they concluded to take some note of time and see how long it would continue. Twenty minutes passed, by the watch, without the return to his post of either absent officer, when the gentlemen referred to became somewhat uneasy for the safety of the boat, and sought the captain to make complaint of such criminal neglect of duty. At first that official was disposed to treat them as meddlers, interfering in matters with which they had no business; but they speedily gave him to understand that it was their busi- ness,—that their friends and families were on board, and that they were interested in their safety to an extent that justified the laying of the facts before the government for official Sction. It is needless to add that one of the missing officers was soon hunted up and placed at his post, where he staid the remainder of the trip. Now, where there is such neglect on the part of the engineer, it is safe to assume that there will be equal remissness on the part of the firemen and other subordinate employes; and it takes no stretch of the imagination to conclude that if from any cause fire had caught ‘on the Ironsides that trip the loss of life would have been as great as on the Wawaset, and the origin of the fire as mysterious as that which destroyed that ill-tated vessel, with the usual verdict of « nobody to blame.” see. The following appears as a Washington special in the Cincinnati Commercial “ADMINISTRATION OF JUSTICE IN THE prs- TRICT. “An investigation into the conduct of justices of the — and constables in this District, which just concluded, shows that these petty officers have exacted from the people of | this District nearly ope hundred thousand dol- lars annually in excess of the lawfal fees. The District legislature, by laws passed in favor of these officers, has practically nullified all the exemption laws passed by Congress.” In the first place, the investigation has not ** just concluded,” but is still in progress. In the next place, there is no ground whatever in the evidence before the committee for the guess at one hundred thousand dollars as the amount exacted annually in excess of the lawful fees. | Lastly, the District legislature has never passed laws “in favor of these officers” practically nullifying ‘all the exemption laws passed by Congress,” because it has not the power, if it had the will, to interfere with congressional enactments. So far from this reliable corres- pondent’s statement being correct, it is the District legislature which ordered the investi- gation and a committee of that body is con- ducting it, and the evidence all goes to show | that the complainants allege a disregard of all law—congressional or local—by the accused of cers. —— — -*e2- The military expedition through Dakota on the proposed line of the Northern Pacitic rail- road, which is estimated to cost the na- tional treasury the snug little sum of $300,000, failed to develop anything that will be cheering to those who hoped that something would be added to our country’s mineral or agricultural wealth by that vast and bitherte unexplored re- gion. There is a little arable land on the eastern side of the territory, but the western part was found to be absolute and irreclaima- ble desert, without tillable soil, timber, or water. Curiously enough, not asingle Indian was seen during the whole march. This was doubtless due in part to the formidable num- bers of the expedition; but onthe other hand a Catholic priest who afterward drove over pre- cisely the same route in aone horse buggy entire- ly alone, on a missionary tour, had a similar ex- perience in that respect. Whether a surveying party without a military escort would have had equally good Inck, can never be known, but with the light at present before us it looks as though a great dealof money had been spent to very little purpese. 02+ —____ The fine new Republican building, on the Avenue, which is certainly a credit to Mr. Mur- | tagh and to the city, is now approaching com- pletion, and this morning the Chronicle com- pany announce their purpose to erect a band some and spacious printing house, No. $11 | Pennsylvania avenue. It will be five stories | high, having a tage of twenty-three feet on the Avenue, running through to C street. Ac- ding to the Chronicle, “when finished it will be one of the finest buildings in the city, and | the most complete printing house south of New | York.” ‘Thisis all very well until the new StaR building goes up. In the meantime we con- gratulate our neighbors on the prosperity indi- cated by the erection of these handsome edi- fices. -s0e-— Referring to the large number of burglars arrested in New York armed with ¢uadly | weapons, and especiatly to the fact that three | thieves were found In one hous? morning, all carrying loaded revolvers, one of | the papers of that city suggests that the next | legislature *hould embrace the first opportunity to pass a law providing that any person caught in a burglartous act, or found conecaled in any occupied butlding, having deadly veapons of any kind upon his person, shall be s -ntenced to imprisonment with hard labor for @ ‘erm of not loss than twenty-five years. This is a timely nd sensible suggestion. Such a law should be | "don the statute | Apropos of the burning of the W cwaset, a correspondent of the New York Tribune thinks | such catastrophes might be provided against and prevented by some such arrangement of water-pipes as bas been suggested for watering the streets. Let there be one or more pipes jaid lengthwise from bow to stern of the boat, perforated in such ® manner that when the water was forced into the pipe, as could be done by the machinery of the boat, a heavy shower ‘would flood the decks and upper works.
