Orders, accom- panied by the money, should be sent to the bust- ess office of the paper. ——— ‘The District Government of the Fa- tare. Elsewhere will be fousd an extract from = Long Branch letter to the New York Tridunc, purporting to give the particulars of a proposed cbange in the manner of governing the District of Columbia. It is stated that the present gov- ernment desire to retire from office as soon as the work of improvement they undertook is completed, and itis said that “having accom- plished the task to do which the government was instituted, it may now safely give way to #ome system which may be suggested and which may promise more satisfaction in the limited sphere it will bave in future. It is suggested that the city may in future be governed by a commission to be created by Congress, but what will be done depends wholly upon Congress.’ Now we do not know upon what data the Tribune correspondent makes his statements, or if he has any ground for them, but it is well known that large numbers of our citizens, in- cluding members of the District government, ave long held that as Congress has exclusive jurisdiction over this District, they should ex- ercise it, and that the District could be much more effectively and cheaply governed by a ‘commission than in any other way. Tha‘ this will be brought about some day we have no doubt, and itis not unlikely, indeed, that this will be the entering wedge in changing the form of municipal government throughout the country. Municipal affairs in’ New York city are now virtually performed by commissions eceated by the state legislature. So far as this District is concerned, the present form of government, despite some cumbrous, and unnecessarily expensive features, has had @ mission and fitness for carrying oat the great work of improvement needed, with tremendous ‘@rgy anc thoroughness. Their task accom- plished, the future work of controlling here is greatly simplified aud can be done at a minimum expense and with a small namber of officials. But whatever may be the future form of gov- ernment for the District, there can be no doubt, we believe, thatthe present government will be heartily glad to be relieved of the arduous labors and responsibilities of their position at the ear- ligst possible moment. They are not office- seekers or drones, who are unable to exist out of place, but capable business men, who have, at the sacrifice of money and health, given their time, brains, and energies to the thankless task of pulling the city out of the Slough of Despond. That work done, they will gladly relinquish office to those fer whom it has more charms. It is easy to forget past grievances and mis- eries, but we can all call to mind the deplora- ble condition of Washington city when these much abused gentlemen entered upon their task;—the unpaved dirt streets, mud in winter, curt in summer; the moss-covered market sheds, occupying the most conspicuous squares in the city; the filthy, stagnant canal, hopeless of improvement; rutty outlines of avenues, leading nowhere and ending in nothing; a turn- pike nuisance at every outiet to the city; great Yhoroughfares leading to the country, in sach a condition of morass, mud, rock>, and ruts as to effectually discourage countrymen from bring- ing their produce to the city for many months im the year; a bankrupt city treasury and yet nothing to show for the money; discouragement and disgust on the part of the people; exulting hopefulness on the part of the capital-movers; hostility on the part of Co: gress preventing appropriations—these are a few of tne well-remembered items of the dolor- ous chapter. Under this state of affairs a few citizens of energy and public spirit determined to ma_ea desperate effort to redeem the city, and followed up that resolve with unflagging courage, despite the clamor of the do-nothings on one : ide, and the malignants on the ‘other. The results are before us. The capital city is ‘now worthy of the name. The talk of moving the capital is silenced forever, to the great ad. ‘ancement of property. The derision heaped upon the city by visitors is changed to praise. ‘The appropriations by Congress have jbeen on an unprecedented scale, showing the readinces of the national government to respond fally to ‘@ny real effort by our citizens to improve the capital, and there seems to be no reason to doubt that the good-will thas established be- tween the general government and the District will result in a continuance of this fostering care of District interests. To do this revolutionary work required strong, resolute men, who could not be turned aside by clamor, or induced to take a vacillating drresolute course; robust men willing to shoulder 2 load of censure and fault-finding for a time, and content to wait for their justification in the results. That work done, their mission will be ended, and they will, we are sure, willingly ‘Igy down the shovel and the hoe” and take a deserved rest after their labors. It is safe to say that if the work had not been entered upon when it was, and by just such Tesolute energetic men it would never have been done. The city would have drifted into a chronic. hopeless state of seediness, unthri t, and premature decay; without pride, self- respect, or ambition, the scoff of visitors, re- cerving the cold shoulder of Congress, and in- viting by its shabbiness a continual agitation of the capitol-moving project to the detriment of business and the utter prostration of all real estate improvements from want of confidence in the future of the Judge Groesbeck, who has been spoken of as the democratic candidate for governor of Ohio, reiterates his declinstion of the nomination in advance, and, ina letter printed in one of the New York papers, gives the democracy some advice as to their action in futare. He believes the historical democratic organization is spoiled; that it surrendered finally at the last Presiden- Gal election, and that it has no longer any #trength for victory. These are truths which may not be very palatable to the Bourbons who lean towards the pack track, but they may be forced to recognize them before the time for another Presidential election rol's ground. Judge Groesbeck proceeds to say that nothing short of actual war can undo negro suffrage, and that the new democratic organization, which shall be composed of democrats and dis- satisfied republican-, mast accept the results of ‘the late war. When Gen. Dix sent that laconle dispateh to New Orleans about ing down the American ag he struck a patrictic chord and made him- self famous, and when later as Governor of New York he refused te pardon or commute Foster, the car-hook assassi: won the respect of all law-abi/ling and right-thinking people.
