(Correspondence of The Star.) Prax's Is: Dy } Porttanp Har Marne. Dear Star -—I have just visited the headquar- ters of U.S. Fish Commissioner Baird, of the Smithsonian Institution, and will give you some account of this head center of naturalists, pisci- culturists ana ichthyologists. Prof. Agassiz’s establishment at Penikese Island may be con- sidered a ‘primary school” compared with Baird’s University at Peak’s Island, for to the latter place are flocking the most eminent pro- fessors of natural history in the country, and the scientific operations are of the most elab- orate character. The United States govern- ment has placed a revenue cutter and a tug at Prof. Baird’s disposal, and you can imagine what good nse he will make of them. A large house has been fitted up on the island for a la- boratory, with every convenience for pre- serving, essorting and describing the specimens collected. Photographs are taken, drawings made and colored irom the living objects. Prof. Verrill, of Yale College, 1s in charge of all the scientific worg, with professors and students trom half a dozen other museums and colleges. Dr. Holder, of the Central Park, is also here filling his jars. Yesterday Prof. Baird and a large company went out in the “Blue Light,” Commander Beardsley, U.S. N, ona dredging expedition, and although not collecting as largely as usual, obtained a few rare species whose names I wil! not venture to give in this letter. Much valua- ble information will be collected at this point during the summer, and another station se- lected next year. Last season was spent at Eastport, Maine, and the report of the opera- tions there is now in the public printer’s hands and has reached the 700th page. Peak’s Island, one of 365 islands in Casco Bay, is beauti- fully wooded with evergreens, and here are hurdreds of tents occupicd by the citizens of Portland during the heated terms. The mer- cury has been in the ninetiesin that city for two or three days, but on the islaud there is always a delightful breeze. Prof. Baird, wife and daughter, occupy a comfortable house, where with his books, papers, and specimens, he has all that heart could desire for the increase of knowledge and for enjoying somewhat of a rest from bis labors in Washington. Yours, truly, WILtiaM ys: “At Curthagena, Spain, yer terday, the Ted flag of the Intransigentes, which had been flying above the fortresses and ships in the harbor, was replaced by the nation- al flag.” ‘The Intramsigentes arc a new party in Spain. They arc not the street irreconcila- bles of Madrid, but the radical secessionists from the Cortes, who, having lett that body in dirgust to the number of forty, are now return- ing to their constituents to agitate the over- throw of the present government. These are the Intransigentes. Yesterday the iron-clads at Carthagena, beoedi ogee! by three steamers, were to issue from the harbor, and if interfered with will fire upon attacking vessels. A san- guinary naval engagement is expected. The russian end English consuls have received orders from their respective ministers to notify cruisers that rebel ships are pirates, and totreat them as such. Tue INTERRUPTED Prize Ficut.—George Seddons, George Lees, and Johnny Murphy, principal, trainer, and backer in the prize fight, which was prevented by their arrest vat Far ‘kaway on Saturday morning, will be tried before Justice Snedeker, at Jamaica, on Wednesday next, but meanwhile the justice will admit them to bail in $1,000 each, their friends come forward with the necessary secu- rity. TWO CENTS. District News via Long Braech. (Correspondence of the New York Tribune.) caved Bra’ July beta oy | oe pre a nent gentlemen who, » have ‘called on the Prendent ake Gov, © and ex-Mayer James G. Berret, of Washi: n, , Collector eral Creswell Burpside, and_ex-Con- ex-Con- D. 8. of Buffalo. The visit as wholly of a private natare, to the two per cent. tax for se poses. The Governor said that the would be laid on TS ee in the city. on w sewerage already been Opeapioted will have the amount already paid deducted from their assessment pro rata. The bonds will run about seven years, so that the two per cenc. taxation of the prop- erty-bolders will be gradual, and hence not so very oppressive. The Goverror claims that the law is perfectly satisfactory to @ — majority of the people, and that the general system of sewerage now begun will reclaim millions of dollars worth of property now lying useless, and which, in its present state, engenders miasma and disease. Although the information did not come from Gov. Cooke, it is nevertheless entitled to fall credit, that there will be, before the end of the present year, a complete chai in the manner of governing the District of Columbia, and probably the President will, in his next —e to Congress, point a way which he hopes will acceptable to all ies. The present Board of Public Works will certainly from office at the close of the present year, and no future board will be appointed. ‘The members willsay that they entered upon their duties because the city seemed to require their services—its condi- tion being such that it was no longer fitto be the capital of the country. They will represent the difficut task they have had to perform inthe face of powerful opposition and abuse, and will call attention of the public and Congress to the manner in which their work has been performed. Gov. Cooke says that the Board (of which he is President) has now enough funds to finish all the improvements under way; that the time before the assembling of Congress will be sufti- cient to finish all the improvements laid out; that the present city government may confi- dently lay its work fore Congress for inspec- tion approval, and that, having accom- plished the task todo which the government was instituted, it may now safely give way to some system which may be ‘suggested and which may promise more satisfaction in the limited pul reit will havein futare. . “ft at the city may in future be governed by commission to be created by Congress, But what will be done depends wholly upon Con- gress. It may even refuse to change the present system of government; but that it is the desire of Goy. Cooke and the Board of Public Works to retire when the work now in hand is finished, need not be denied. Bassett’s Defeat at Saratoga. A correspondedt of the V. ¥. Times gives the following accout of Bassett’s defeat at Saratogs on Saturdayx Although it was evident more rain was coming, the horses were called out for the second race, which was the great event of the day. The first had been one mile and an eighth, for three years olds, but this was a dash of three-quarters for all ages, and it was to be contested by such famous horses as Henry Bas- sett, Crockford, Artist, Gray Planet, Mate, with Quits, Valleybrook, and The Nurse, who are of lesser note. The tavorite had been’ Bas- sett, and bis appearance on the track had been greeted with cheers by his partisans, which was & sign of feeling evoked by no other horses. The betting on the race had been very heavy, and up to the time of the storm Bassett had led, but the pools after that sold in favor of Crockford, additional weight on Bassett foreage, with the heaviness of the track, turning the scales aga'nst him. After several starts, the nine horses were got off, with Crockford in the lead, and,to the delight of his backers, he never lost it, winning the race easily in 1:17%, which is extraordinary time when the condi- tion of the track is’ considered. Mate wre second, and poor Bassett was a bad fourth. The finish was attended with an incident that had something me'ancholy. the horses came rushing under the string McDaniel was trudging through the ankle-deep mud in the track near the judge's stand. ¢ look upon the eld man’s face as he saw his famous horse Bassett trailing in behind Crockford, Mate and Gray Planet, was something never to be for- Porn by those who ha) to notice it. But Jast blow to the McDaniel confederacy was Speinises Tene ees eee ae the spectators remembered that Bassett was weighted ‘ly over his competitors, and in the condition of the traek had but little chance. ‘The great rival of Longfellow did not lose the confidence of his friends by his defeat under these circumstances, and he will have plenty of backers Wanderer in the great contest for the Saratoga cup on Tuesday. — ee The Cholera in Tennessee.
