Since our last reference to the affairs of this important public work, the president of the canal company has presented a further report to the directors, in which he speaks in a tone of exultation of the present and prospective pros- Pp’ rity of the canal so strong, that it looks as if this very prosperity had taken bim by surprise. At all events, beyond a ioud announcement of the fact, he ventures no effort to account for it. Doubtless this is a judicious abstiaenge, for he would be a bold reasoner who should attempt to show that any prosperity of which the canal may have now to boast, is to be credited to the Policy of the existing directory. What the prospects of the canal were along the earlier montbs of the seagon may be fairly enough judged from the comments of the inde- pendent press not only on the periodical returns of the coal trade at Cumberland, but the exhibits of President Gorman himself. They were re- garded, in so many words, as “not ‘lattering to the condition of the canal.” And his annual Teport, that drew so many spontaneous plaudits from his Baltimore friends in and out of the stockholders’ meeting, was construed as but a bid for a sale of the canal to tne federal gov- ernment, because the report more or less di- reetly inferred that the canal had become a “losing concern,” ‘‘a bad investment,” ‘a financial failure,” Sc., Kc. A change therezore in the prosperity of the canal sosudden and fayorable, as it had no source in any policy or change of policy on the part of the president and directors (who cava- lierly maintain the yosition they assamed early in the spring) could be accounted for only in some other way. What that was, besides the inmberent vitality of the canal itself, @nd the bold front for its protection shown by its an- doubted friends, we have heretofore indicated and need not repeat. Happily for the canal,these sanative agencies continue in fall operation, and are likely to exercise yet larger efficiency bereafter. In the president's annual report some mat- ters appeared which as they are right neither in spirit nor letter, may aswell be remarked upon and dismissed, As the subject of cheap freightage is the ticklish one around which slone differences of purpose and opinion have arisen, or areever likely to arise, President Gorman was betrayed thereupon into an exhi- bition of unfriendliness and even acerbity, which a little surprised us. Resolute to main- tain his policy of increased tolls, with their in- disputable advantage to the railroad and preju- dice to the canal, he sharply insists that every reduction of cost in transportation must be made by boatmen, shippers, and anybody and everybody else connected with the canal, save thecanal company itseli! In the very face of his declaration that it is ‘all important to the future trade” of the canal, that the “cost of transportation” upon it be ‘reduced to a mini- mum,” he confines reduction of charge to the “wharfage and freighting” elements alone, continuing the “toll” bra: of the opposite measure of augmentation. It is hardly to be wondered at that a policy of re- duction so Hibernian, should have led a New York paper to designate its author as Mr. O'Gorman. Coming down to specific figures, President Gorman demands 4 reduction of “wharfage” at Cumberland and Georgetown, unitedly, of “fif- teen cents,” and roundly pronounces the pres- ent fees as “exorbitant.” But one in his posi- tion should know that the Georgetown wharves are, with one exception, owned or leased by coal companies, who ship their own coal, and will not be likely to abandon their present yards (more than sufficient for ail the demands of the trade) in order toembrace the visionary advan- tages expected from the outlet-lock scheme. And if, as regards Geurgetown, the president's attacks fall short of their aim, he can squelch any excess at Camberland that may exist out of his own imagination, and render his name im- mortal by procuring an extension of the present canal to its natural terminus at the mouth of George's Creek. Such an extension, with noth- ing “Buncombe” or sensational about it, would bave an immense practical value and render the canal as complete as the nature of the case and the geography of the country,will admit of. We should read, or listen, with high interest to anything President Gorman might haye to re- mark on so really desirable, and, we hesitate not to say, easily practical enterprise, to be ac- complished at no excessive outlay, either byan extension of the present “prism,” or slackwater- ing the Potomac river from Cumberland up. But we have been led away somewhat from the first purpose of this article, which we conclude byobserving that in putting down his “ayer. age wharfage” (i-cluding both ends of the canal) at 43 cents, . ‘r. Gorman exceeds the trae figures by 10 cents; er ton. By correctiy inform- ing bimself on this and other pojnts before writing, be might have avoided serious mistakes. The “freightage” item which Mr. Gorman ould so summarily reduce constitutes the wages on which the boatmen live. The rule and measure to which he weuld subject the wages of these people if applied to his own salary, would make the office of canal presi- dent a thankless one, and hard to fill, or keep filled. He greatly mistakes. The boatmen on the canal are now receiving the least they can live by, and whilst many of them are showing their willingness to save the canal by a spirit of true self-sacrifice, it hardly becomes the presi- dent of the company so openly to display a feeling of depreciation and unfrien‘liness to a hard-worked and meritorious class of men, by whose labor it is that the canal derives any sig- nificant value. st0e- ‘The Cepital puts in a timely word against the project of the Board of Health to fill up the wells in the city and abolish the pumps. Wash- ington city is favored in having a large number Of fine wells, affording cool, clear water, that is preferred by many for drinking purposes to the Potomac water. This water is always clear and palatable, while the Potomac water is not unfrequently so muddy as to be unfit for use. At other times, too, the aqueduct water is un- palatable from a strong fishy flavor, which was at first supposed to be due to decayed fish in the pipes, but which it was afterwards ascer- tained came from the water being infected by the minute water plant known as conferva. Again, the existing pumps and wells have eoved invaluable when, from breakage of pipes or from the necessity of making repairs or al- terations, it has been requisite to shut off the water. Altogether, the project of filling up the wells seems most unwise, and the reason given for it—i.¢., that the surface filth infects the well-water—lacks the needed element of fact. In cities like Philadelphia, where deep privy ‘wells are in general use, it is quite likely that neighboring wells of ws water may be poisoned by filtration, but the wells of this elty are so situ- ated that there is not much chance for impuri- With a due appreciation of the blessing of aqueduct water, tet us yet hola on to the valuable auxiliary supply afforded by our excellent wells. +20e- ‘The Sunday Hercid remnforces our appeal for the opening of the Congress library and the library of the Young Men's Christian Assocta- tion on Sunday, and points out the good results that have proceeded from the opentag of the Mbraries of Philadelphia and Boston on that day.
