This decade has been marked as more notable in the way of great fires than any previous period in the his- tory of the country. The great conflagrations in Chicago and Boston were followed yesterday dy that in Baltimore, and to-day two more are recorded. Portland, Maine, scarcely rebuilt after the terri »le devastation of a few years ‘ago, suffers again to the extent of half a million of dollars, and Norfolk, Va., has had a fire Which, though a minor affair compared to the great conflagrations above noted, would in or- inary times pass as a serious one, involving as it does a loss of some $150,000 in the business part of the city. Some are disposed to believe that this singu- lar prevalence of fires is due to an organized system of incendiarism by members of some secret association. No definite facts, however, have been brought forward to prove this asser- tion, and it is probable that the larger portion Of the fires are the result of accident, as ap- pears to have been the case in Baltimore yes- terday. In Norfolk a desperate attempt seems to have been made to start an incendiary con- Sagration. —— SS The good work gors bravely on. Dog-infested communities all over the country rise to call | Mr. Caleb Cushing blessed for pointing out the Way to relief from the sleep-destroying nuis- ance. The Baltimore »*ri-on, for instance, while recognizing the valuable services Mr. Cushing has rendered his country as a lawyer, doubts “whether he has ever accomplished anything that should so thoroughly entitle him to the gratitude of his fellow-citizens as when be procured from a Washington court the im- mortal decision that the law will not permit dogs to disturb a neighborhood by their barking at night.” And now the anxious inquiry is made if Mr. Cushing knows any law that will meet the case of cats. To be sure cats pay no license, and do not seem to be reckoned as property in the sense that dogs are; but as a sleep-killing nuisance they are pretty nearly as bad as the canines, and if Mr. Cushing, who knows some- | thing of everything, can indicate how cater- wauling can be legally abated, then indeed will the measure of his renown be full. . Still another murderous attempt has been made to wreck a railroad train, this time in In- diana. The engineer discovered a pile of burn- ing railson the track, but luckily in time to stop the train, whi times by a man concealed behind a fence. The villain was captured, and the only excuse he | gave for his diabolism was that an engine had | Tt set fire to his fence, and that he took that method of obtaining revenge. The reader will infer that most likely he was lynched on the spot. Quite the reverse. The dispatch states | that he was taken to North Vernon and held in $500 bail to appear for trial. This is the most extraordinary part of the proceeding. That a person who confessed to having made an at- tempt to wreck a train, thus imperiling the lives of hundreds of persons, should have been treated soleniently is wholly inexplicable. The | Probability is that the officer who exacted such insufficient bail is too much of an ignoramus to comprehend the enormity of the offence, and does not understand the ditference between | | common assault and battery and attempted | wholesale murder. +202- The New York papers generally commend the board of health for its action in demolish- ing the filthy, rickety Washington market in that city, on the ground that the public health demanded its abatement as a nuisance. The marketmen have brought large numlgrs of suits agaist the board for damages, and the Evening Post very justly says that the rights of an indi- vidual cannot stand against theprights of the community, since the rights of the latter ex- ited from the beginning, and, however long they may be held in @ ince, cannot be de- atroyed. ‘The Chicago » tune says the tenor and drift @ ex-Senator Yates’ Fourth ot Jaly oration at ‘Griggsville, Ilinois, was that although he may have bad the “‘jim-jams,” he never had the <*grabe,” like the Credit Mobilier statesmen. ‘When last in Washington, he said, these parties looked down upon him m contempt, or if they took any notice of him it was to make an osten- tatious display of their Christian zeal for his reformation. The Tribune remarks that it was rather severe upon his old official associates for him to call attention to the fact that, while perhaps their hands did not shake, they were ‘not so cléan as his own. A proposed new motive power for street cars is suggested, in the way of a water tank holdipg about three hundred gallons of water. The latter is heated at the beginning of each trip by connecting it with a stationary steam bviler, sufficiently to enable the car to travel miles.
