Persons leaving the city for the summer, or ny portion of It, cam have Taz Staz mailed to ‘their address for such time as they desire, at the te of Gfty cents per month. Orders, accom- panied by the money, should be sent to the busi- Bess office of the paper. ——— “Uncle Sam ts ich Eneugh to — Give Uealte t o Farm.” Some calculator for the Uwited States Econo- ‘Srist, in @ recent article (referred to in Tux Srae the other day), arrived at the start- conclusion that, including sales already Juale, reservations, grants by Congress, and Other dispositions of the public land, the gov- ernment bad already parted with four millions ©! acres more than the whole area of the arable Jands in the United States, and that there were no fillable lands left for settlers. Without, at this time, referring to official data, it is only Decessary to take the figures of this mathema- tcian to prove the Incorrectness of his conclu- sion. Hestarts out with the following statement ea of the United States ... 1, 530,000,000 + (Consist be, rock and lava districts, salt plains, deserts, dc.)....% ——— 412,000,000 1,490, 864,400 Seacoasts, deltas, and other unculti- vable area . vanes 150,000,000 1,540,954,400 Estimated quantity to be reserved under existing laws for states yet tu be erected. 100,000,030 0,854,400 Private titles in states in which there are ny public lands......... 437,000,000 808 S54 400 Disposable public lands......... ‘The quantities given in this statement are, in the main, mere estimates. As about a billiow | and a quarter of acres of the public domain— much of which has not yet been explored—re- main to be surveyed, there is no reliable data by which the correctness or incorrectness of these estimates can bedetermined, but a novice in land matters can see at a glance, that it is Impossible to ascertain even approximately the dumber of acres covered by water, or included in mountain ranges or deserts, prior to the actual survey of this immense area, and, there- fore, that no reliance can be placed in the statement of this wonderful mathematician, who coolly sitsdown in his office and under- takes the work of segregating the water sur- face, mountain ranges, lava beds, salt plains, Sand and sage deserts, swamps, marshes, deltas, aXc., from the arable lands of the United States: | Enumerating the lands disposed of, he in- eludes 62,425,415 acres of swamp selections. ‘Lhe swamp grant being for lands that are not, in their natural state, susceptible of cultiva- | tion includes what this writer terms “uncultiv- | able” Iams, and therefore they having already been deducted from the area of tillable lantls, should not have been included in a statement of arable lands disposed of; but as they are thus included it follows that they are deducted twice in the foregoing statement : Ist, by being | classed as arable lands disposed of. Here, then, at the outset, is an error cover- 413 acres. farther statement of the lands disposed e = & B B ry & ~ oe oe g > rz 8 a 3 S & e g (AG acres, as for lows canal purposes, 4,105,936 1,450,000 15,696,947 mainly Mississip Utah and Oregon. sibs 700 ‘Treaty reservations ludians— secured to th in fee for- ; various treaties, mainly in Dakota, Montana, Indian and Colgrado territories. 18 346,H1 Granted to railroads, ;mainly the Pa~ cific railroads........00.ccceeseeee 215,971,005 ‘The grants and concessions to corporations, and the reservations for Indians, &c., being for lands in place, of eourse include the water sur- face, the mountain ranges, deserts, marshe: aud all kinds of gntillable lanas, which, ac- cording to this calculator’s own estimate, Bmount to more than one-fourth of the whole. But he omitted (inadvertently, no doubt) to make any allowance for such lands in his refer- ‘ence to these grants and reservations. As in the case of the swamp lands, the waste Jands incladed tn these grants and reservations, having already been deducted as “uncultiva- le” lands, should not have been counted in making up the lands granted and reserved; or if so counted, the proper allowance should have been made. Here, then, is another error, covering over ‘Wi 912,902 acres, which added to the swamp Jands make an aggregate of over 160,341,313 acres, which should have been classed as arable Jands remaining undisposed of and subject to homestead settlement. But this is not all. The grants to railroads, Particularly to those known as Pacitic roads, are through waste and mountainous districts, where the percentage of unproductive lands is woich greater than im other portions of the Therefore, a much larger de- it be made for waste lands in con- sidering the grant to these roads. Allowance should also be made for Indian reservations, which will ultimately revert to the United States, as well as for canceled homesteads and other entries, and also for unproductive lands <d im tracts held by private parties in the states, and sales heretofore made by the government in the states containing public lands, and in grants of the sixteenth and thirty- sath sections fur schvol purposes, &c., &c. The aggregate of these additional items will probably amount to not less than two hundred tw lliuns Of acres, so that, instead of the United States having disposed of four millions of acres ©! arable land more than it owns, it probably bas left for disposal to settlers, aficr making ail proper deductions. between three and four Lusdree millions of acres. The course of the American consul at Aspin- Wall im the case of the steamer Virgin'us would seem to be subject to just criticism ia view of the fact which was patent, even to the com- mander of the Kansas, that the former steamer ‘was a fillipuster. It looks as if the consul strained @ point to shield the Virginiuson ac- count of the sympathy which generally exists in the United States im behalf of the Cuban pa- triots. He bad no right, however, to allow any such consideration to influence his action. So jong as we are at peace with Spain we should do nothing to viointe our treaty obligauons.
