PA, for @ Fost 7at-la | mil-tr 1016 Penne, svenae, Satanta and Big Free. THE CONDITIONS ON WHICH GOV. DAVIS WILL RELEASE THEM. Gov. Davis, of Texas, who is now in this city, strenuously denies that there is or has been any material difference of opinion between himself and the general government in reference to the disposition of the Kiowa chiefs, Satanta and Big Tree, now held as prisoners for life by the Texan anthorities. He claims that he has been misunderstood on this question and that he is willing to do exaetly what he said he would do several months: He then informed the [roa government that he would release tue Kiowa chiefs whenever the Kiowas would give up their captives, arms, and horses. Soon after the Kiowas returned their captives, to- gether with a large number of mules and other stolen propert: believing that they had fully complied with Gov. Davis’ conditions, they naturally expected the immediate release of Satanta and 4 Tree. It seems, however, that Gov. Davis only meant to demand the release of cap ives and stolen property held by the Indians, but that he also m them to understand that they must give up their own arms and horses as @ guarantee of their future good behavior. He asserts that the Kiowas cannot be trusted; that more than mere prom- ises must be demanded, and that in depriving them of their arms and horses you deprive them of the means of doing further mischief, and have an absolate Vey of peace in the fut Of course they consent to do this they would be placed under the surveillance of the military and gimp pve va by the government. The ogee Texas nato- rally have a frontiersman’s hatred of the red skins, and a mejority of them would doubtless condemn the release of Satanta and Big Tree ~ under ¥uy-cdnditions which might be . Asit ix understood that Governor Davis is a candidate for renomination at the republican convention, to be held in Texas early in August next, it is believed in some quarters that he will endeavor to delay action as long as possible. He had an interview with the Secretary of the Interior yesterday, and roposed that the Com- missioner of Indian Affairs and himself meet the Kiowas and Comanches in council on the 8th of yo next, and in the nee of Satanta and Big Tree endeavor toindace them to give up their arms and horses, in which case the captive chiefs would be released. Secre- tary Delano expressed himself as paving sore contidence in the Indians. While he res that peace be maintained. dealing as leniently as possible with the Indians, and thinks the fact that they havereturned the captives and are now behaving themselves ix gument in favor of their future be- yehavior. It is scarcely probable that the Kiowas will be willing to comply with the hard terms of Governor Davis, although it is possihle they may do so in order to secure the release of Satavta and Big Tree. =e — ++ee- Vienna Ex; ition. “THE AMERICAN DEPARTMENT, [From the Deutsche Zeitung, June 10, 1873.) ‘To-day the American department was opened with music and song. It had been announced by the home papers that the opening shoald take place on the 10th, and the word was kept. itistrue that not ail is ready, but after the miserable management of the old commission, it must have been @ very difficult task, and we believe that the greatest credit is due to the new executive commission, The ceremonia! began in the school house, the exhibitors and guests, ladies, and gentlemen simging “My country, tis of thee.” The Genei yom is sioner, Mr. Schultz, then introduced the United States Minister, Mr. Jay, who delivered a small opening speech’ to the assembly. Prof. Hoyt, (Wisconsin,) the chief of the school department, explained that the school house was not particu. larly well-fitted out as a representation of their schools, as there were much better schoo!-houses in America, and much apparatus required by the teachers had not yet arrived. Mr. Schultz expressed his hope that, on the 4th of July, a larger meeting of citizens of the United States would take place, and that they would find everything finished. Mr. Jay and the commis- sionérs then made a round through the American departments in the , the agricultural hall, &c. Among those present we noticed the ex-General Commissioner, Mr. Van Buren. In the school-house a directory for the American visitors to the exhibition is open. The total im-~ pression which the American exhibition makes on the visitor is—there is not much, but what there is, is good and instructive. —— A Pzacervr RevoLvrioy mt AVSTRIA—A special despatch to the N.
