EVENING STAR. CROSBY S. NOYES....... Editor. Beading Matter on Every Page ‘The Star Ry Mail. Persons leaving the city for the summer, or any portion of t, ean have Tee Star mailed to “Naw Yous—Finsr Bo. 5-20", ie tows, their address for such time as they desire, atthe | stock Tate of Gfty cents per month. Orders, accom- | panied by the money, should be sent to the busl- Rees office of the paper. — ‘The directers of the Smithsoulan Lostitution bave kept steadily in view the benevolent de- | sign of its founder, that it should be an agency | for the ‘the Increase and diffusion of knowledge | among men,” until now the Institution has a & world-wide fame, and its various valuable | Publications, relating to almost every subject of scientific knowledge, are eagerly sought for by | the savans of all nations. A very large share of the credit for these contributions to science is justly due to Prof, Joseph Henry, the secre- | tary and director, under whose immediate per- tonal supervision these publications are made, and who has general charge of the conduct of | the Institution. His has been a labor of love, | however, and since his assumption of the im. portant duties of his position he has worked | continuously in the interests of science. 0; of las latest labors in this behalf is the perf ing of arrangements for tne immediate tran: mission by telegraph between Europe and America of accounts of astronomical discov- | ® eries, which, for the purpose of co-operative ob- | servation, require immediate announcement. Among such discoveries are those of planets and comets, or of*bodies which are generally so faint as not to be seen except through the tele- | scope; and which being in motion, their place | in the heavens must be made known to the dis- nt observer before they so far change their position as not to be readily found. Professor | } Henry announces that through the kindness of | Cyrus W. Field and Wm. Orton, of the Atlan- tic Cable and Western Union Telegraph com- pany, rerpectively, all such information will be transmitted free, both to and from Europe and | from the Smithsonian to the different observa- | tories in the United States. Hereafter, there- fore, whenever any celestial phenomenon is | discovered in the United States the information will be transmitted through the Smithsonian Institution to Greenwich, Paris, Berlin, and Vienna, and from those points to the different minor observatories throughout Europe. Any orginal discoveries in Europe will be comma- nicated by cable direct to the Smithsonian, | which in turn will transmit the fact to observa- tories in the United By this means the entire scientific world Will be made aware of new discoveries simultaneously, and by a com- parison of observat! and deductions import- ant results in the direction of astronom| knowledge may be o A well-informed London correspone that the Shah of Persia is only ag: vertisement for Baron Reuter, at whose in- stance he visits Europe. ording to this cor- respondent, Baron iteuter obtained extraor- dinary concessions from the Shah last year, which give him the power to establish a mo- nopoly and jurisdiction in Per: ever the Kast India company India. On the 25th of July, famine was at its t, the Shah granted Reuter the privilege of building a railroad be- tween the Caspian seaand Persian gulf, and the building of this road open a military road for Kussia to the Persian capital. Know- ing that sand England have long been | rivals in Persia, Reuter was sharp enough to | understand that the possession of this road would be of immense national value to either country. England did not seem to comprehend the scheme for some time, but is now thor- ougity alarmed, and when the officials heard the Shah was coming, they thought it would be @ good time to get something out of him, to im- | press him with the power of England, and to persuade him that England was a better ally than Russia. Subsequently they found it was | Baron Reuter who must be persuaded and im- Pressed, and not the Shab, and that he must be paid enormous price for his railroad fran- cbise. —————~0e-_____ The temperanbe people undertook to bother Ben Butier when he was making his Fourth of July speech at Framingham by putting the awkward question where he was in the present campaign (for governor) on the temperance question, Butler replied with his usual audacity that “asking questions of a Fourth of July orator is like whistling at s funeral.” This created a laugh, but the temperance folks were pertinacious, and for once the General was obliged to beat a retreat, under cover of asong by the Hutchinson family. In the course ef his address, however, Butler made a pretty strong Ppotnt to the effect that Massachusetts has now more lawson her statute books in the way of} testriction upon the sale of liquer, then can be executed. It has been demonstrated in that state as elsewhere that itis useless to make coer- cive temperance laws which cannot be en- forced because public opinion is against them- | ——————————— ee eeinat them: 1. 0. 0.
