Jack. ‘The information elicited from the Depart. ment of the Interior by a resolution of the S@n- ate adopted on the 8th of January last, calling for information relative to existing difficalties with the Modocs, is espectally interesting at this time, as showing the origin and character of the difficulties referred to. From the documents fur- nished to the Senate by Acting Secretary Cowen it appears that the Modocs have been regarded as entered into a treaty with this tribe and the Klamuth and Yabooskin bands in 1864, when a reservation of 168,000 acres of land in southern Oregon was set apart for their use. Sometime before 1865, however,the Modocs, acting as they asserted under the advice of certain interested whites, withdrew from the reservation and re- turned to their old home near Clear Lake, sixty miles further south. In 1366 Sehonckin, who was then principal chief, with a portion of the band, was induced to return to the reservation, but Capt. Jack preferred to remain on his old tramping ground. In 1569 he was finally in- duced to go back on the reservation, but within three months a difficulty arose between the Mo- docs and the Klamaths, and the former refused point blank to remain any longer. In 1871 Su- perintendent Meacham recommended the es- tavlishment of the Modocs on a small rese! tion lying partly im Oregon and partly in Cali- fornia, but no action was ever taken on his re- commendation. In the same year commission- ers had a talk with Capt. Jack, and agreed to allow bis band toremain near Clear Lake until further action. Superintendent Odeneal, who succeeded Meacham, was not disposed to sanc- tion this arrangement, holding that Ca; « by his marauding, had forfeited all claims to consideration. He farther said in his letter that if, in the opmion of Su- perintendent Odeneal, it was not practicable to Temove them to this reservation, he would like A suggestion as to where they should be located. In his reply, Odeneal stated that the Modocs were “desperadoes, brave, daring and reck- less,"" and said he did not believe it practicable to remove them at that season of the year, and that should they resist he did not believe there was military enough to coerce them. In the same communication he s: “I think the most effectaal way to bring about a solution of these troubles and maintain peace is to take the head-men into custoly, and old them at some point remote from their tribe, until they shail agree to behave them- selves.” 1. Jack by the late Superintendent Meacham is still in foree.” Tt is a remarkable fact that in a communica- tion to Superintendent Meacham, dated Feb- Tuary 17, 172, Gen. Canby endorses the plan of arresting Capt. In concluding his communication of the 23d of December, Superintendent Udeneal says: «<1 have sufficient evidence to satisfy me that there a few men in Yreka, California, sume sixty miles from Lost river, who are to a great extent, if not entirely, responsible for the in- Subordination of Capt.
