Noting, as we bave done, the traffic on the Chesapeake and Ohio canal since the opening | | dered less difficult by a | in the le; Of the present season, it is to be regretted that results are not entirely satisfactory. Although the demand for Cumberland coal, which consti- tes the main reliance of the canal, has not stackened, but increased and is increasing | with the widening reputation of the com- qwodity; it is not pleasant to notice that dhe canal is not deriving the full corres- | yonding benefit. From the periodical re- ports of the canal delivery at Cumberland it sppears that whilst the railroads are carrying ‘Away more coal than ever, the canal has been falling behind last year's trade by so consider- able a quantity as two thousand tons a week: ‘Thus we are shown that on the 12th of April the Baitimore and (hio railroad’s increase over East year's business to the same date was ‘117 ,000 tons, whilst the decrease by canal for the #ame period was 35,600 tons. Again on the 26th of April the railroad had gone on augmenting its increase up to 125,000 tons, by which time the canal decrease had gone down to 43,000 tons. Furthermore, on the 3d of May inst., the railroad increase appears to have been over 127,90 tons, against a further falling off in canal shipments Of 45,40 tons. What the effect of such an exhibit qmust be on the canal stock, if the same down- ward course should [ong continue, requires no Solomon to divine, and no Ics injurious will it De to the income of the canal which will need to De as large as possible to meet ordinary expenses and the interest on the preferred bonds. Some- thing of this untoward state of things was pre- Gicted at the time the tolls were raised, but not, Perhaps, to so large an extent or one so early Feached. People wondered that when the Bal- timore and Ohio road was inviting trade by keeping down its freight charges, Girectors should seem to repel it by rawsing | theirs. We are sure that the people of Maryland, east, West, middie, or elsewhere.cannot desire the de- €ay of one of their principal public works, not- withstanding others, not quite so public, may | be prospering. Because the railroad thrives, mo reason is furnished why the canal should droop. Why should Peter be robbed that Paul might become richer? Powertal railroads tra- ‘verse the territory of other states, but those States donot propose to sacrifice their canals. Pennsyivania and Ohio keep ap their state ca- nals, and the Empire state cherishes her great istoric work, the Erie canal, like the apple of her eye. Within the last three years sbe has offered the tempting premium of one hundred ‘thousand dollars for a plan for successfully navi- gating the canal by steam, and the prize is yet open to a winner. How eager is Virginia to Place a Chesapeake and Ohio canal alongside of Ler Chesapeake and Ohio railroad, although the latter has gone into energetic operation. How then can Marytand afford to relax her care and interest in her canal, now that after the tribulation and struggles of old, it is seen that the canal, if committed to kindly and faithful auspices, will yield a plentiful reward? We countenance no unjust rivalry between Failroads and canals; rightly considered there never will be any, if each keeps to its proper functions and destiny. But proofsare pleutiful ‘that whilst canals are not monopolies and in- ‘Wolve nothing aggressive in their character or Management, railroads require restriction and Close watching. They undeniably furnish the Principal source and opportunity for excessive Stockjobbing and corruption. Without them the exploits of the Jim Fisks and Jay ids ot ur era could never have been. ‘Kailroads,” Bays the Hon. Josiah Quincy in his late address On the subject, “have the power to bribe legis- atures and to control laws,” and it is moreover said of them that they sometimes ‘become prac- tically monopolies and the tools of avaricious ‘nd unscrupulous capitalists, and are used to plunder the public, enrich themselves and im- Poverish the country through which they run.” At first modest and supplicatory, like the Gog- Zuagog of the romance, railroads, by and by, Gevelop a tendency to so grow and swell, as to | threaten the rest of the world with sheer expul- gion. Against such influences, open or secret, 2a:om any and every quarter, it behooves the Ariends of the particular cause of which we are Low writing to be on the alert. With no disposition to censare, we think that if the present canal board bad now for the first time to consider the policy of raising their tol's, that policy would not be adopted. That a mis- take has been made is clear from the remark- able fact that, w save their business from fur- ther disaster, the boatmen have voluntarily re- duced their freight rate five cents per ton ! And there is another matter we hear of, not Without regret. It is a great pity that the long- subsisting harmony between the canal company ana the numerous millers on the lowest, or Georgetown level could not be maintained. ‘These mills furnish a market tor a large part of the canal grain trade; and to quarrel with them and seek to restrict their water privileges, so long enjoyed, is simply to strike at another source of income for the canal. The present is an important juncture in the history of this ‘work, aud its friends wil! need all their industry ‘and good judgment in so managing its affairs, Against open or secret foes,.as tu restore its full prosperity, and commit it to a successful fature, fe which the late administration of its affairs Was tending. Projects for normal and high schools are | again being pushe:!, despite the depleted consi- tion of the school fund, through heavy expendi- tures for new school buildings, &c. The re- Sources for schoo! purposes are not only unequal tothe establishment of high and normal schools, but the wants of our school system are not in | that direction. The work needed is reall: ‘the base of the structure: the primary sc! Some who have given thought to ccnate eld that it is so important that the status of the primary scools should be elevated, that they advocate the selection of the most capable and most experienced teachers for these schools. ‘We can afford to wait for high schools until the lower grades, attended by the mags of the chil- | dren, are brought up to the mark.
