Canal Opening For 1973. ‘The water having now been admitted throngh the whole length of the Chesapeake and Ohio canal, the season's business may be considered as commenced. Some complaints bave been made of unnecessary delays in this matter, but We hope no serious damage has accrued thereby. We look upon this canal as second to none of the several means and fields of industry and opportunity with which this region of country is furnished. It is a principal avenue of supply for an article of human necessity that must rapidly grow in demand everywhere among civilized men. Not in cold temperate climes alone is it required, for the tropics send in a able demand; from all quarters are heard orders for its shipment. As the supplies from England diminish, the deticiency is sought to be © up elsewhere. We can do much to- ward th hould not be backward in the effort; although we do not hold a monopoly, we do, nevertheless, oceupy @ position of vantage. And just here and now it is opportune to sa: that it will be cause of present and future sor- row if any of us concerned in these opening hopes, permit jealousics, rivalries, cross pur- Poses, or secret and selfish schemings of any ort to mar the fair prospects before us. For forty years the destinies of the canal have struggled through storm and darkness. How then, the fatuity which would obscure awn of a brighter day with untoward nd unfriendly designs? Let not the te 0-0f en repeated story of human frailty, ex- emp! in blurred opportunities and defeated hopes, be soon quoted upon us. Elsewhere will be found the report of the law officers of the government upon the application for commutation in O'Brien's case, giving their views why the application should not be granted. ‘That rcport seems to us conclusive, unanswer- able. In the language of the concluding por- of it: “ Who shall say, if this sentence shall be commuted, how many murders may flow | from the commutation, and how many more | men may net for this most heinous crime end their lives upon the gallaws?” The New York World is willing to concede | that on one condition there will be an entire | unanimity of opmion in favor of the abolition | of capital punishment; and that is, provided | the murderers will begin first. So long as indi- | Viduals will visit upon the persons who offend ew the punishment of death, so long must society visit upon the persons who disturb the peace in so terrible a way a punishment shock- ing enough to prevent it.
