He (Mr. Thurman) had read the evidence in this case very carefully. and In it was found the most damping proof of corruption. There was the roof that more than enough members of the lature had been bribed to make up the ma- ity of Mr. Caldwell. If a Senator could not turned out ior bril in a case where the proof was such as this, then the Senate might as well give up all its power over the acts of its members. The story went that one of the appropriation bills contains a provision for the payment of 20 per cent, extra compensation ‘to employés at the Capital,” (meaning + Capitol,”’) and that the First Controller had decided all employes of the government at Washington entitled.
