EVENING STAR. CROSBY 8S. NOYES......Editor. >: Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: | Mareh 14, 1973. TUE ‘The New Member of the Cabinet. Hon. William Adams Richardson, or ashe is nore commonly desiguated, Judge Richardson, Secretary of the Treasury, was born at ‘Tyngsberough, Massachusetts, November 2, He is a gentiemanof decided convictions upon which he is called upon te actin bis official capacity, but, nevertheless, possesses a uniform amiability of manner which has rendered him very popular during Lis residence in Was m. Like his prede- | « thoroughly Ameri- <n in his ideas, and believes that the people have a right to consult their officers freely and at all times in matters affecting their interests. he Secretary is a lawyer by profession, as was b * father; he has two brothers who are also lawyers, and bis uncle, William M. Richardson, is chief justice of the supreme court of New Hampethire. He graduated at Harvard in 1813; ai three years later received from that insti- jon the degrees of M. A. On the Sth of July, 1846, on motion of the late Gov- nor Andrew, of Massachusetts, he was admitted to the Boston bar, and subse- | quently began the practice of law with his brother im Lowell. He was for two * president of the common council of was president of the Wamiset bank of lowell, and also of the Mechanics’ association for several years; and in 1835, with Prof. Joel Parker and A. A. Richmond, was appointed to | revise the general statutes of Massachusetts. | "Tbe result of his four years’ labor in this direc- { om was so satisfactory that he was selected to { the revision, and it was then published in arge eleven-bundred page volume, entitled “General Statutes of Massachusetts,” sich were subsequently enacted into a code the legislature. The latter body a few ouths since appointed Judge Richardson and «judge George P. Sawyer to re-revise the sta and the supplement, and the furmer has expended @ vast amount of labor in the work, all of which has been performed outside of, and i» addition to, bis lavor as Assistant Secretary et the Treasury. Tn 1856 he was appointed judge of the probate « t of Middlesex county. and in 1558, on the sof judge of probate | cy, he was appointed to consolidated office, which he held until the of 1802, when he resigned to accept the | ce of Assistant Secretary of the Treasury, which he had previously filled. In 1869 he de- coned ap appointment as judge of the supreme Court of Massachusetts, and in 1855 he published | ® volume entitled “The Banking Laws of Mas- . Last summer, while acting as Sec retary of the Treasury, he prepared and pab- bshed a work entit! “Practical Information ‘ Sonne thing the Public Debt of the United tates and National Banking Laws.” His visit tu Europe at the request of Ist! to negotiate a loan, and the signal suc- cess of his mission, are well remembered. While | in Europe he placed $76,900,000 of five per cent. | bonds, and purchased the same amount of old bonds, which he brought back tothe United States. Secretary Boutwell has always placed high estimate on Judge Richardson's finan. cial ability, and it was only at his earnest re- est that Judge R. was induced to come to | Washington. His appointment to succeed Sec- retary Boutwell will, it is believed, give gen- | «ral satisfaction, since his eminent fitness for on seems to be conceded on all sides. ‘The idea generally held that the Old World s the advantage of the New in the matter of ngevity is combatted with success by a writer n the Baltimore Underwriter. It seems by a cet analysis and comparison of vital statis- tes, that in England, Denmark, Belgium, Nor- way and Sweden, Austria, Prussia, and France, | the number of deaths each year is 1 out of every 4 imbabitants, with England as the lowest and | France as the highest rate, being 1 out of 45 | aud S2 respectively. In the United States, there is but 1 death ont | of every $1 inhabitants; in the northwestern | states,1 in 120; inthe middle, 1 in 3; in the ern, 1 im 70; and in the gulf states, 1 in 63. Arkaneas, as a state, bas the highest rate of mortality, and Oregon the lowest; the former 1 im 49, and the latter Lin 209. (1t will be no- ticed how near England, asa uation, » and Ar- | bansas, as astate, are together in the death- | rate.) | Females are longer- “lived than males: espe- cially is this so in settled states, and where pro- per attention is given to sanitary matters. In isi0, there died im the United States 565 men, aut 762 women, over the age of 95. Of these, Georgia had 35 men, %} women; New York, 62 ren, 75 women, Virginia, 34 men, 55 women. | fu an aggregate of 492,263 deaths in the whole | country, there were under the age of one, | 516 males, 49,569 females; the total under five ‘Was 10,505 males, %5,708 females. In New York | a)most half of the deaths were under five years the larger number being males. Sn ARE PS DA The use of deadly weapons by po..cé Officers i cmwloubtedly necessary at times, but they «t be taught only to resort to the pistol in «fence of life, or when all other means of cap- turing dongerous criminals have been exhausted. A case was before Judge Gilmor, in Baltimore, | yesterday, where a police officer fired two shots .t0 a man guilty of a breach of the peace, but testimony was conflicting as to whether the ‘an did or did not resist arrest. The court in deciding this case remarked thata police officer armed with deadly weapons ought to be very careful and reflect seriously upen the necessity et using them. It was a difficult question to determine at what point an officer is justitied in using a deadly weapon. It should not be re- sho a { is necessary to secure the ‘This should be the rule. It i Lad committed no offence wh! veddeath, | aithough he had beaten and disabled the police- man, from whom he had escaped. In view of tue large powers vested in the police commis- soners, who could correct any uncalled for or injudicious use of deadly weapons, and also looking to the conflict of evidence, he would give the traverser the benefit of the contradic- Jory evidence, and direct his acquittal. +2oe- Governor Dix bas written a letter to Rev. Dr. ‘Tyng declining to interpose the Executive an- thority im the case of Foster, under sentence of Ceath, ami stating the circumstances and con- »iderations on which his decision ts based. The Governor says that, with a firm conviction that there was no error in the ruling of the judge at the trial, and that the evidence fully warranted the jury im rendering a verdict of guilty of mur- der in the first degree, there ix nothing in the case which can justly commend it to Execativa clemency. “Jeis froreeZe for the sake or law and order tn New York in thes? demoraitzed davs, that that State has a Governor of yufficient firmness and integrity to resist the formidable effurts to save atrocious criminal s from punishment. | How the mischief did Florida get the name of the Land of Flowers, when Texas was about? ‘Texas notonly flowers exuberantly all the year + home consumption, but her oral riches ap up and slop over in such excess as toreach «1 the way to Washington. Not a day, not am our, im all haman probability not a minate brett wee bes ip cing aor ofa boquet”” of Texans.” (!) Cabinet ministers, Senators, udges, beautiful women, gorgeous hotel clerks sweets to the sweet”—ballet dancers, bag- gage smashers—im faet, everybody <r ac. count, are the recipients of thesefgraceful tri- bates. It is wonderful! —— ‘The supreme cour tof Pennsylvania yesterday decided In favor of the constitutionality of the Jocal option law, which gives the poopie of cer- tain counties and of certain wards in Phila- Geiphia the right to decide by vote whether or 2 ot Leenses to se!) liquor shall be granted there- iu. The Boston Adreriier prints Sam Bard's @awe, * Sam Bond.” Such is fame! | Boon a ecretary Boutwell | Arotier powerful temperance lecture has been delivered from the scaffold. The wife murderer who was executed in Chicago on Friday last made a speeeh just before he was swung off, inthe course of which he said : «'Ewas drinking whisk ht me to this. Only for it I wouldn't be in this place now, | Do ye see this rope, all of ye around me here.” The Goomed man caught the noose in his hand and held it up. -‘Ye do well when yedrink that bad Seog to think of this rope that i going to end life. *,, Give up drinking whisk young men, and all of ye. Give tt up, oF "t bring ye rt some day. Be sober, and be es and kind to everybody. 8 will make the best man mad. [ had as ‘a wife as any of yehas now. andlif I hadwt drunk I'd never have taken her life, nor would { be here myself. But whisk: again, whisky brought me to this. + . was the poisonous drink that was in me that did * it not let me see what I was doing. Oh, avoid liquor, let me say to you once more.” Joba B. Gough never delivered a more eftect- ive warning against intemperance than did this unfortunate man, speaking, as he did, from the brink of the grave. ——+e0ee- Cincinnati has done itself credit by the erec- tion of a public library building, that will, it is claimed, be ‘more commodious and probably better appointed than any similar institution in the land.” The public library of Cincinnati is sustained by endowments, and by a city tax of one-tenth of a mill “to be applied to no other purpose than the purchase of books and peri- edicals,”’ and from which from $13,000 to $18,000 is derived annually. There are now some 60,000 volumes in the library, and at the present rate of increase it will have a hundred thousand volumes by the year 1575.
