At a meeting of the river and harbor improve. | ment beard of Baltimore yesterday Mr. John W. Garrett made an argument in favor of the ap- | propriation by the city of $200,000 to complete the widening and deepening of the ship channel? so as to admit ocean steamships of the largest ~ine to the wharves of Baltimore. Mr. Garrett | stated that there is now pressing for shipment | from European ports to Baltimore enough freight to load twelve steamers, and the only reason for delay is that vessefs of an inferior size are all that can at present be employed in the trade. He said im this conneetion that “the committee on commeree in Congress had unani- | mously recommended an appropriation of $290,000, and there was every probability that it will pass without objection. That appropriation by Congress, with $290,000 from the city of Bal- Umore, will complete the work at once.”* Now. we shall be very glad if Baltimore get= her $200,000 for harbor improvement; but what we want to urge is, that while government is making these liberal appropriations for such purposes elsewhere, it shall mot forget the claims of the harbor of Washington, its own proteg+.and where government interests are involved to a large extent through the location here of the navy yard and arseual. Not only is the national government interested im the improvement of our harbor, but every member ef the government and every member of Congress is personally interested im having beth good river navigation and abundant rail- road facilities for Washington. It is to their in- terest that the producers of the country shoald heave ready access to Washington, so that the prices of living here shall be kept down. And st is tw their interest, in this way, that he unfair discrimination shall be main- tained by transportation lines in behalf of other cities against the city of Washington. Now, the Baltimore and Ohio railroad has, throughout history, discriminated in its freight tariff agalust this city, as it does against other cities. Mr. Garrett prudently omitted mention of the fact, as regards Washington, in , his speech yesterday, but boasted of his work in this way in respect to other cities, as fol- lows: “Through its commandi Positions in the west, it forces the reluctant Beunsylvania road to work for the a nig a of oes How, Mr. Chairman’? The Baltimore and Ohio company fixes the tariff eriminating ich in favor of Baltimore against Ph: Ladle phia and New York, and thus compels this great Philadelphia railroad to work for Baltimore, in order to secure b tsiness as a competitor at rates diseriminatin, jaltimore, and against Philadelphis, and, tor the same reasons as govern in the west, it has been necessary to aid southern roads, so that the Pennsylvania interests and the South- ern Security company can be controlled in their tariffs also-so as to force them to give to the city of Baltimore rates based upon her geo- graphical position as compared with Philadel- phia. Now while, as above stated, Mr. Garrett strategically fails to refer to the discriminati from oer cities, dis- is not only ov the Women road, but alsoon the southern connections of the Baltimore and Obio road through this city. He goes on to explain that in passing through Philadelphia he was arrested on a libel suit aml held to bail in the sum Of =5,000, which he was obliged to for- feit becanse, as he was advised, the truth would not justivy the publication under the law. We de net know the merits of Mr. Dana's Philadel- phia case, but the late Mbet suit against the Philadelphia J*rees, and the verdict under the law, shows that the libel lawsJ of Pennsylvania are a disgrace to the State, and anoutrage upon the rights of tree speech and w free press. The New York Prt says of the Dahlgren claim: “ It ought to have been paid during the fret week. Of the present session, and by so much mere ovght it to be paid now.” This claim is by the family of the late Admiral Dahigren for seme reward for the use which the United States bave derived from the gun which perpetuates bis name.
