EVENING STAR. | Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: WEDNESDAY....... February 19, 1873. Roose: Phil Against the Board of Pubic Works, | In his speech printed in the Globe of January | &, Mr. Roosevelt's great object is by a manipu- lution of the figures embraced in the report of | the Board of Public Works to expose the bad | faith—the “blunders or frauds”—of the board in | its estimates or statements, and charges either | directly or by implication that these bare been deliberately prepared with the purpose of deceiving Congress and the public. We have now before us the reply of Gen. Chipman. Let us see how far Mr. Roosevelt makes good his charges. We shall use Gen. Chipman’s, facts and figures. Mr. Roosevelt's first grave charge is, that the board is guilty of “a great blunder or fraud” in its statement of the ameunt ef work done, em- | bracing, as he states it, ‘fifty-six miles of wood and concrete pavements,” and adding to this “enough” of “granite,” “macadam,” and “cob- bie-stone” pavements and “‘country roads” to make a total of one hundred and fifteen mil ‘These the board computes as embracing 1,892.9. square yards. But Mr. Roosevelt computes them as containmg “more than 2,167,000 square yards,” and charges a frand upon the board of | “over 272,000 square yards,” which, estimated at $5.50 per square yard, would make a differ- | ence in their cost of “about a million of dol- | lars.” Gen. Chipman, after a careful computa- | tion, furnishes a statement which demenstrates the accuracy of the board's statement. Mr- Rogsevelt computes al! the roadway at 32 feet | in width, ignoring the fact. clearly set forth in | the report of the board, that 57.277 miles of the | 115 were only 20 feet wide: gud a computation | pon this basis disposes of Mr. Roosevelt's error | or (rand of “over 272,000 square yards,” and his | * slmost @ million’s difference” in thelr price. | With a great show of fairness, Mr. Roosevelt next compares the cost of laying these 115 miles of pavements, From table xii of the report he | deduces the average cost of the pavements at | “over $40” per lineal foot, and applies this | multiple to 58 miles of the 115 miles of pave- ment laid. He thus fixes the whole cost of these 56 miles at $11,827,200. His object im, this is to show that the cost of these 55 miles is more than double the whole cost, as stated by the board, | of the 115 miles. But what are the facts? General Chipman gives them in the following | table : ‘34.71 miles of wood pavement. 5.05 milesof round block pavement — 165,903 75 Si miles of compound pavement at $65,706.55 per mile. 57,165 59 16.31 miles 6f concrete pavement at $60,074.56 per mile ....... 981,635 20 t Making & total of ......$3 485,885 95 And showing a “blunder or fraud” in Mr. Koosevelt’s statement of $8,341,313.05 ! The unfairness, if not mendaeity, of this pre- tended showing is further illustrated in the fact that, although Mr. BR. knew that some of these 56 miles of pavements cost per square yard oniy $1.%, other $1.75, other 3.10, and other $5.20, yet he uses the highest price (3.5) for all in his estimate of their cost, and this deliberately as a means of swelling his eharge of fraud against ne board to the heaviest figure possible ! Again and again Mr. Roosevelt returns to these fifty-six miles of pavements. Finding on page 53 of the report an approximate estimate of the cost of finishing fifteen avenues named. footing up, to use his own i anguage, ‘‘the enor- | mous sum of” $2,650,702.78!'"*- He?computes, “or pretends. to do so,-the length of -these- avenues at ten miles, and dividing the length into the estimated cost, finds the cost per mile to be | $285,090. He then applies this cost per mile to the fifty-six miles. He says:—*At that rate the fifty-six miles would cost #14,849,000, leaving still the residue ot the 115 miles to be estimated. Now the true length of these avenues is 21.5 miles, instead of ten, as Mr. R. states it. Con- sequently, the cost per mile is $124,446, instead Of $255,(T0less than one-half of Mr. R.'s est!- | mates, and thus is exposed another “blunder or fraud” in Mr. Kooseveit’s calculations of near $8,000,000! | And Mr. Roosevelt attempts to support these | Systematic misrepresentations by pretending to | take from the tables of assessments of the re- | Port the cost per lineal foot to lay these pave- | ments. He states it at $42.72 per lineal foot. But the real cost of laying these pavements is | only $11.78—another “blander of frand” in Mr. | Roosevelt's statements of $30.94 in the lineal | foot, and the average cost per lineal foot of all the improvements on the street—the laying of these pavements and al! other work—as shown | by the tables of assessments, is $39.96, and not | $42.72 But Gen. Chipman shows that to apply | any price in such a calculation, a street of 32 | feet roadway should be used, such as Twelfth | street, at $26.64, or Fourth street, at $21.28, and even then the result will necessarily be largely | im excess of the actual cost. because, in the as- sessments all the intersections of streets, all the expenses incurred in front of property exempt | from taxation—such as churches, schools, alléy | openings, and other property exempt from tax- ation by special acts of Congress—are charged to the front foot of assessable property, and be- | cause the avenues and other wide streets must | of necessity cost more than streets the width of | which is assumed at 52 fret, on which width the length of fifty-six miles is based. Mr. Koosevelt further attempts to support |« the “blunders or frands” of his extraordinary calculations by arranging in tabular form six- | teen contracts, giving and contrasting their | 3 €-timated and actual cost, as furnished by the | tables in the report of the board. By this he | inbors to show that the actual isin excess of the | estimated cost over $500,000 in a total of $1,068 ,93.90. This he does with characteristic accuracy and fairness. General Chipman has taken this table of sixteen contracts, and after | supplying its omissions and otherwise correcting its figures, thus making them conform to the 1g real figures of the report from which Mr. R. pre- tends to take them, General C. shows that in | some cases, as in that of Twelfth street (George Nietzey’s, in which Mr. R. makes the actual exceed the estimated cost $52,189.95,) and that | of the East Capitol street sewer (A. Campbell's, in which Mr. R. makes the actual execed the estimated cost $21,255.10,} the estimated cost is | Teally in excess of the actual cost. General C. also shows that in the aggregates of the estimated and actual cost of these sixteen contracts the actual exceeds the estimated cost omiy $243,414.56, instead of $550,987.35, as stated by Mr. Roosevelt. A critical examination of this table shows that this excess is caused almost wholly by ¢ Of the sixteen contracts—that is. by the acci- dental omission of the estimate for the ¢ sion of Tiber creek sewer, (#%,170,) but which is given on another page of report; by the ex- cess in Patrick Cullinane’s contract for Four- and-a-haif street, ($55,205.75,) and that in Wm. Fleteber’s for Sixteenth street, ($40,415.59,) which were caused by the widening of the streets and other work performed, upon the pe- titions of property hollers, after the work was begum, and not contemplated in the original contracts upon which the estimates in the re- port were based. Striking out the excess in these three contracts, amounting in the aggre- gate to $190,791.34, the excess of the actual over the estimated cost of the remaining tnir- Teengeontracts, is only $55,023.22 —less thané per cent. of their whole cost. General Chipman, not satisfied with this showing, follows it with two carefully-prepared tables (D and E), in which he shows some of the amounts which should be stricken out of the board's list of estimates, being sums saved to the board by the excess of the estimated over ‘the actual cost of work under contract, by the improper retention of estimates in the list after the snpulment of contracts or abandonment of pom, gre other caases, on5,- 396.38. Opposite this total (in table E) our dele- gate places the whole excess of the actual over the estimated cost of Mr. Roosevelt's sixteen contracts ($243,414.56), adding estimates for ex- tensions accidentally omitted, (four in number, $52,810.28,) and for six contracts not estimated in report for want of proper data ($116,754.32), making an aggregate of $415,979.08; thus show- fing a balance in favor of the beard of $59,357.30, and demonstrating that, instead of understat-| pain. 3. The directors of the Chesapeake and Ohio | canal met at Annapolis yesterday and adopted re recommendation of a committee appointed ‘ata previous meeting, increasing the charge of transportalion of coal between Cumberland and Georgetown fivecents per ton. The rate is now to be 51 cents per ton instead of 46 cents, as here- tofore.
