In bis speech printed in 2, Mr. Roosevelt's great ob Globe of January | ect is by @ manipi- ‘ion of the figures embraced in the report of | the Board of Public Works to expose the bad | faith—the “blunders or frauds”—of the board in its estimates or statements, and charges cither directly or by implication that these have been deliberately prepared with the purpose of deceiving Congres# and the public. We have now before us the reply of Gen. Chipman. Let wg see how far Mr. Koosevelt makes good his charges. We shall use Gen. Chipman’s, facts and figures. Mr. Roosevelt's first grave charge is, that the board is guilty of “a great blunder or fraud” in its statement of the amount of work done, em- bracing, as he states it, “fifty-six miles of wood and concrete pavements,” and adding to this “enough” of “granite,” “macadam,” and ‘‘eob- ble-stone” pavements and “country roads” to make a total of one hundred and fiftéen mi ‘These the board computes as embracing 1,32, square yards. But Mr. Roosevelt computes them as containmg “more than 2,167,000 square yards,” and charges a frand upon the board of “over 000 square yards,” which, estimated at $0.9 per square yard, would make a differ- ence in their cost of “about a million of dol- lars.” Gen. Chipman, after a careful compnta- | tion, furnishes a statement which demonstrates the accuracy of the board's statement. Mr. | | Roosevelt computes al! the roadway at 32 feet in width, ignoring the fact, clearly set forth in the report of the board, that 37.27 miles of the | 115 were only 20 feet wide: aud a computation | vpn this basis disposes of Mfr. Roosevelt's error | ev (rand of “over 272,000 square yards,” and his | * almost illion’s difference” in thelr price. | With a great show of fairness, Mr. Roosevelt next compares the cost of laying these 115 miles of pavements. From table xii of the report he | deduces the average cost of the pavements at “over $40” per lineal foot, and applies this multiple to 56 miles of the 115 miles of pave- ment laid. He thus fixes the whole cost of these 56 miles at $11,827,200. His object im this is to | show that the cost of these 56 miles ix more than double the whole cost, as stated by the board, | of the 115 miles. But what are the facts? General Chipman gives them in the following | table: 34.21 miles of wood pavement...... 5.05 miles of round block pavement i miles of compound pavement at $65,706.55 per mile. 16.54 miles Of concrete pavement at $60,074.56 per mile ..... Making 2 total of ......43,435,8 And showing a “Dlunder or fraud” in Mr. Koosevelt’s statement of $3,341,313.05 ! ‘The unfairness, if not mendaeity, of this pre- tended showing is farther illustrated In the fact that, although Mr. R. knew that some of these 56 miles of pavements cost per syuare yard only $1, other $1.75, other 93.1 other $5.20, yet he uses the highest price (3.50) for all in his estimate of their cost, and this deliberately as a means of swelling his eharge of fraud against the board to the heaviest figure possible ! ' Again and again Mr. Roosevelt returns to these fifty-six miles of pavements. Finding on page 53 of the report an approximate estimate ot the cost of finishing fifteen avenues named, footing up, to use his own language, “the cnor- , mous sum of" $2, zi He computes, “or 22 931,035 20 650, 202.7 pretends. to do so, the length of-these- avenues , at tem miles, and dividing the length into the estimated cost, finds the cost per mile to be | $2590. He then applies this cost per mile to the fifty-six miles. He says:—* At that rate the fifty-six miles would cost 14,840,000, leaving still the residue ot the 115 miles to be estimated."* Now the true length of these avenues is 21.3 | miles, instead of ten, as Mr. Kt. states it. He states it at $42.72 per lineal foot. | But the real cost of laying these pavements is | only $11.78—another “blunder of frand” im Mr. | Koosevelt's statements of 30.91 in the lineal | foot, and the average cost per lineal foot of all | the improvements on the street—the laying of these pavements and alt other work—as shown j by the tables of assessments, is $39.96, and not } #4272. But Gen. Chipman shows that to apply | any price in such a calculation, a street of 32 | feet roadway should be used, such as Twelfth street, at $26.64, or Fourth street, at $21.23, and | even then the result wall necessarily be largely | in excess of the actual cost, because, in the as- | sessments all the intersections of streets, all the | expenses incurred in front of property exempt | from taxation—such as churches, schoois, alley | Openings, and other property exempt from tax- | ation by special acts of Congress—are charged to the front foot of assessable property, and be- | cause the nues and other wide streets must | Of necessity cost more than streets the width of | which is assumed at 52 fret, on which width the le — of fiity-six miles is based. attempts to support | is” of his extraordinary calculations by arranging in tabular form six- teen contracts, giving and contrasting their | €-timated and actual cost, as furnished by the | tables in the report of the board. General Chipman has taken this table of sixteen contracts, and after supplying its omissions and otherwise correcting real figures of the report from which Mr. R. pre- tends to take them, Genera! C. shows that in | some cases, as in that of Twelfth street (George Nietzey’s, in which Mr. R. makes the actual exceed the. estimated cost $52,199.95,) and that of the East Capitol street sewer (A. Campbell's, in which Mr. R. makes the actual exceed the estimated cost $21,255.10,) the estimated cost is really in excess of the actual cost. General C. also shows that in the aggregates of the estimated and actual cost of these sixteen contracts the actual exceeds the estimated cost omty €243,414.5 instead of $500,967.33, asstated by Mr. Roosevelt. A critical examination of this table shor that this excess is caused almost wholly by ts Of the sixteen contracts—that is, by the acci- dental omission of the estimate for the ext sion of Tiber creek sewer, ($%,170,) but which | is given on another page of report; by the ex- cess in Patrick Cullinane’s contract for Four- and-a-half street, ($55,205.75,) and that in Wm. Fleteche: for Sixteenth street, ($10,415.59,) whieh were caused by the widening of the streets and other work performed, upon the pe- titions of property holders, after the work was begun, and not contemplated in the original contracts upon which the estimates in the re- port were based. Striking out the excess in these three contracts, amounting in the aggre- gate to $190,791.34, and the excess of the actual over the estimated cost of the remaining tnir- teengeontracts, is ouly €55,02).22 less thané per cent. of their whole cost. General Chipman, not satisfied with this showing, follows it with two carefully-prepared tables (D and E),in which he shows some of the amounts which should be stricken oat of the board's list of estimates, being sums saved to the board by the excess of the estimated over ‘the actual cost of work under contract, by the improper retention of estimates in the list after the annulment of contracts or abandoument of Sane canses, aggregating $475,- 396.38.
