EVENING STAR. Largest Circulation in the District Beading Matter on Every Page. aw ASHINGTON CITY: s-+---- February 17, 1973. Murder Made Easy. | Stokes has found the judge he was looking for , to grant a stay of proceedings in his case. Judge Davis is the party who does for this fancy mur- derer what Judge Boardman peremptorily de- clined to do. Stokes will now probably get a new trial on some petty technical points, and the chances are ten to one that he will escape the gallows. Foster, the car-hook murderer, who killed a! respectable citizen for no other offence than protecting gome ladies from his coarse insults, is | quite hopeful also of saving his neck. brutal deed was committed more than two years | ago, but his lawyers have managed to keep him from the gallows so far, and now when the time | approaches for bis execution a lot of sentimental simpletons, inclading the two Rev. Dr. Tyngs, and Rev. Morgan Dix, the governor's son, have petitioned to have his sentence commuted, and «are besieging the governor's chamber with ap- peals for executive clemency.” Se much for New York. In Boston, the unac- countable verdict of the jury in the case of Leavitt Alley, the teamster charged with the murder of Abijah Leavitt, his harrassing cred- itor. has raised the question amongst the Mas- | | sachusetts papers whether the system of dealing with murderers in that state is much better than that of New York. In this case, it will be remembered, the body of the murdered man | was found afoat in a barrel in the river, and | the murder was traced directly to Alley, It was shown conclusively that the murder was | committed in his stable; that Alley was seen to convey the barrel to Charles river and dump it in; that the barrel contained refuse matter from | Alley’s stable; and that Alley owed Leavitt | money which the latter had apparently gone to | collect. Further, there was not a particle of | testimony pointing in the slightest degree to | any other person than Alley. Blood was found upon the clothes of Alley, andl there was blood, also, im the stable. It was one of those cases where every possible circumstance combined to show the guilt of the man; am yet, paradoxical | as it may seem, the desperate nature of his case | appears to have been the meansof his acquittal, for it enlisted for him theservices of a trioof keen criminal lawyers, eager for the renown of saving | the neck of one whose chances were so small. And they so managed to betog a not over- brilliant jury with bewildering testimony about blood corpuscles, and made such potent use of the Boon-Calvin case years ago (when a Iman was hanged for the murder of another who afterwards turned up alive in New Jersey), that Alley, to the astonishment of everybody, was acquitted Fhe case has naturally set the Mas- sachusetts papers te discussing anew the ques- tien of capital punishment, and the means of checking the murder mania. One of them, we see, the Worcester Spy, takes very nearly identi- €aily the position we have taken in regard to the necessity for executing the law uniformly and net fitfully. That paper says: If it could be seen and understood, ever: where, that the laws against murder shall ce tainly be executed, this erime would become more and more infrequent. Those who think that something better than capital punishment could be provided for murderers, should see thd importance of executing the laws as they stand, and of making it certain that crime shall be | punished, before they do anything more to change or modify the penalty. It is possible, ith good intentions, to talk against capital ishment in such a way and wuder such cir- to put in operation a demor: i izing influence against exe criminals. When we have es of executing the laws with certainty, and | brought murderers and other criminals to feel that they cannot escape punishment by any o! the usual arts of cons cy against law, it wi be svon encugh to discuss Soontions relative to | the penalties; but, even then, it will not be in order to discuss the question of capital punis ment over condemned murderers, and talk as the bloody and ruthless mouster of last night med become one of the misued innocents of to- day.” a The New Five Per Cent Bonds. j ‘The Treasury Department on Friday last com- ¢ menced issning the new five per cent bonds to the syndicate. Up to the close of the business on Saturday about $5.000,000 were issued to | supply the American subscriptions. The de- | partment expects to issue several millions of these bonds daily from this time forward. The syndicate have now cousiderably over one hun- dred millions subscribed for, and the call for | one hundred million of sixty-two’s which was issued on the seventh of this month and im- mediately revoked, im consequence of a mis- understanding on the part of the London sub- seribers as to the date of delivery, will be dupli- cated on March Ist next, and the interest on the bouds thus called cease on the first of June fol- lowing. As already stated in Tue Stak, the in- dications are that in consequence of the rapidly accumulating subscriptions to the five per cent~, the syndicate will probably be able to take another hundred million of these bonds shortly after the first of March next, thus enabling the Secretary of the Treasury to call an additional hundred million of five twenty bonds. It has been reliably ascertained that the reports of the | probable failure of the syndicate to place any considerable amount of the new loan were put forth by parties in New York, whose efforts to get in the syndicate had failed. ‘The statement that the rival political factions in Louisiana are endeavoring to effect a reeon- eiliation among themselves in order to bring about a fusion of the two legislatures, meets with « variety of comments here. Up toa late hour on Saturday, neither the President nor the Attorney General had received notification of | any such contemplate vement. All that | sey knew on the subject was gleaned from sewspaper reports. In the absence of any aa- mticated «declaration on the part of the oppe- | Hon leaders in Loursiana of their futare plans, | - in fact, of any definite plan at all, the Presi- | nt expresses no opinien. It is quite apparent | t he has made up his mind on the subject, | ould any reasonable solution of these po- disorders be presented he would doubt- accept it, for the sake of harmonizing the sing clemenis. formation has been received here t to the ef- i that Minister Sickles, acting under the sections of the President, communicated sgh the Department of State, has, op be- of the United States, officially recognized public in Spain, and that the relations een our minister and the officials of the government are of the most cordial char- setms that the President of the Republic Spain aud his ministerial officers attach great portapee to the prompt recognition by the ited States of the new order of things in ain, which leads to the belief in official cir- cles here that this friendly act, so promptly rendered by President Grant, will have the ef- fect of hastening a solation of the troubles in Cuba. ‘Three important reports of Congressional in- vestigating committees may be louked tor this week—one in relation to the charges of bribery against Senator Cakiwell; one in the case of the Louisiana election; and one from Judge Po- land's committee, which was recently engaged iu investigating the charges against members of Congress in connection with the credit mobilier. All these reports will be looked for with iater- cst, and will doubtless give rise to much discus- sion. At this late hour in the session, four other investigations—two in the Senate and two in the Jiouse—are in progress, and a majority of them promise to continue throughout the week. Ke- ports from these committees will probably be made next week. 02 —_____ The Paitimore Americon favers the project of t maki (nquguration day national holiday, and a cges the Maryland Sth regiment and other » ittary organizations of that state to fall int. ‘ne in Washington on the 4thor March in the grand procession of the citizen soldiery of the country, North and South. —_— ee __.
