aNING STAR. <ROSBY 5. NOYES... -Editor. Largest Circulation in the District Reading Matter on Every Page. Cakes Ames in Town With His Memo- randum Book. It has been confidently predicted that Oakes Ames would not be forthcoming with that memorandum book during this session, but Would manage to be snowed-up on the way until the 4th of March, and the expiration of his term and of the present Congress. But Cakes is as inevitable as Death, and he is here promptly at the end of his ten days’ ab- sence; and, what is yet more to the purpose, he certainly brings with §him that Pandora's box mischief, that fatal Memorandum Book. Rumor has it, too, that he comes back with memory wonderfully refreshed and invigorated by a perusal of the mystic pages of that manuscript volume. He also, in rummaging around amongst his loose papers at North Easton, has found some sup- plementary aids to memory in the shape of let- ters and receipts from parties for whom he held eredit mobilier stock astrustee, and, altogether, | it is probable that never before was such a por- tentuous massof 22) pounds avoirdupois dumped inte Washington as Mr. Oakes Ames, with his memorandum book and “ accompanying docu- ments. ‘The rumor of his arrival, and the prospect of | developments ahead. cansed a rush this morning in the direction of Judge Polaml's committee room, but the errand was a fruitless one. committee did not sit to-day, and the dread se- crete of Ames’ memorandum book will remain wudivulged until to-morrow. ss The anti-christian organization of Toledo, | (io, known as the Liberal League, is endeaver- ingto make converts in Baltimore, and leading *piritualists, delsts, intidels, and universalists | have been asked to join in forming an auxiliary | i ague; but the Baltimore American says that the formal organization has not yet been effected. The purpose of. the movement is brietly expressed in this, that in the constitution, | laws, and administration of public affairs “no | privilege or advantage shall be conceded to | christianity or any other special religion.” The | avowed purpose is to elimate religion entirely from our political system, and place public fairs, as the platform of this movement de- clares, ona “(purely secular b It proposes to form a party that will, by political action, | lish all laws for the observance of Sanday, polish all use of the Bible in public schools either ostensibly as a text-book or avowedly 35 book of religious worship, abolish the ng of public money to chaplains in Congress, or e legislatures, or in the army and navy, or in prisons or other public institutions; abolish all appropriations to sectarian, educational or | other institutions, and enact that “ecclesinsti- ¢al property shall not he exempt fro just taxa- tien.” The Senate committee on the District of Columbia at their meeting on the 3ist ultimo agreed to report favorably the bill recently passed by the House prohibiting gift enterprises ie District, but as yet the Senate has taken It will doubtless be passed if it ean ever be reached, but cannot something be done ring it np speedily? They ge amount of mischief | ave indirectly encouraged crime by virtually robbing the poor of their | seanty wages ai aving them to beg or to steal the necessaries of life. We feel confident that the President will not leave the bill unsigned a day after it has passed the Senate. Will not the members of the Senate District committee use their influence to have the bill put upon its passage at once? tion. pet up their shutters and take their de, ture for fresh fel hay already done a our midst and ~ +20e- It now seems as if another session of Congress Was to pass away without any action looking to | the betterment of Pennsylvania avenue by the removal of Riker’s cobble stones and the substi- tution of wood. It would have been a consum- mation devoutly to be wished had this reform been accomplished before inauguration day. It would have added at least fitty per cent. to pearance and value of the avenue pave- | it, but as it is our visitors must gaze upon the unsightly ridge, and wonder why it is al Jowed to remain to mar the beauty of the prin- cipat thoroughfare of the capital of the country. We trust, however, that our citizens for the sake of their self-respect will retrain from exposing | our weakness, and telling our friends from the | states how powerless we are to deal with this | | nuisance. Tell them we Jove cobbles; that we | E are sorry that the avenue is paved with wood, cobbles are so much superior; tell them anything but the humiliating truth. EEE If a detail of the Capitol force cannot be em- yed at the Smithsonian, then we have exhil~ ed at the seat of government the rematheme | spectacle of a city with two well organized po- | Kee organizations, neither of whieh ean be sed prevent highway robbery in a park directly » the heart of the city— Wash. cor. Balt. Sun. It certainly does present a remarkable state Of affairs if, with the large force of metropolitan police partly under government pay, and the | darge force of government police jostling each other in the Capitol grounds and other pet grounds, there should not be enough men to clear out the gangs of garroters and ruffians that infest the Smithsonian grounds. Such a state- | nt is an insult to the common sense of the | community. Let Major Richards and General Babcock put their heads together and reform this disgraceful abuse af once ‘There is @ curious legal complication in Bal- timore. It will be remembered that Mrs. Ame- 4: Wheat was murdered in that city some months ago, and that her nephew, Jesse Upper- cue, is still in prison on the charge of killing ‘hér. From the report of the proceedings of the Orphans’ court, as published in the Baltimore papers, it appears that the caveators to the will of the murdered woman demand a trial by jury; one of the issues upon which the demand is based being the inquiry whether the sudden death of Mrs. Wheat was caused by the wilful act of Jesse Uppereue, which is what the crim- inal court is also to determine. A new charter for St. Louis, now under con- sideration, enlarges the city limits, largely in- creases the powerof the mayor, limits that of | the council, and forms a board of public works | with legislative and executive athority. The | Loard of health is to be abolished, and its power amd duties bestowed ona commissioner of health. ‘The condemnation of property for street open- ings is to be taken out of the hands of the land commissioner, and transferred two the Circut Court. — ‘Three new murders since one o'clock yester- diay afternoon!
