: EVENING STAR. Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: os. THURSDAY... Harber Improvements Imperative. The scarcity of coal is being Coos peers in England, to the disadvantage of manu- eee and it is evident that the demand from that side for American coal, es- pecially for the better kind of bituminous coal, such as the Cumberland coal, must increase hereafter in a rapid ratio. It will be absolutely wecessary, therefore, for us of the District, if we wish to avail ourselves of the opportunity of making our harbor @ great shipping point for coal, to have it improved in order to give proper facilities for the business. If we do not do this the coal trade may slip away from us to Balti- anore; the more especially as the Baltimore and Chio railroad, with a keen eye to business, has adopted low freight rates for coal from Cumber- lund to Baltimore, while the Chesapeake and (bio canal company secm suicidally inclined to raise their rates from the mines to Georgetown. It will be well for the canal company, and for those interested in our shipping business, to keep their eyes wide open to the prospects and possibilities of this trade. How the coal famine is extending in Em . partly through the Le wnt larsely through the failing article in the London Times of January 20 The scarcity of coal for manufacturing and domestic purposes in the exceptionably rich mineral district of North Staffordshire is becom- ing alarming, that paper says. Several large Carthenware manufactories have been virtually brought to a standstill, and at Stoke-upon- ‘Tromt-workhouse it has frequently happened that no fires could be lighted except those re- @ ‘red for cooking. The straits to which the rail- Woy companies are reduced has given rise toa Story that the officials of the North Staffordshire ve have organized a corps of guerilla engines, the drivers of which have orders to run up and wn the road, and “hook on to anything black.” It is averred that one night they car- ried off a truck from the premises of a great col- liery, and were exulting in the success of their en they discovered that the truck was ith iron ore! The story is given “‘with reserve,” but the fact remains, the Times says, that prices are more than 190 per cent. higher than they were twelve months ago. There is quite certain to be a great demand for our bituminons coal in the future, and it re- amains with us to say wheter we will have the shipping of it done in our harbor or allow it to be drawn away from us for the benefit of some other pert. ee- _____ How Vessels Founder. An important fact relative to the leakage of | Steamers, and which may serve to explain the | cause why apparently staunch vessels suddeniy | collapse and go down, has been developed by | the overhauling of the steamship Saragossa, plying between Baltimore and Savannah, which is now on the ways in the vard of Messrs. Fardy & Co., of Baltimore, for repairs. This steamer Was built by the government during the war, | and was considered one of the staunchest vessels built, great care being used in the selection of the best material. At the close of the war she | was sold and refitted for the merchant service, and during the last trip it was discovered that she leaked badly, in consequence of which it was Yound necessary to han] her upon the ways. A thorough examination was had by boring into the vessel's bottom, but her planking was found to be as sound as when nailed on, not a speck of yotten wood being discovered. This led to the examination of her caulking, and after pro- tracted testing it was discovered that between the timbers under the engines the caulking a readily entered in the seamsof the planking » places within the area of a belt across her entire bottom, a distance of about furty feet. Sections of her planking were cut out, when it was found that she was nearly cut in halves, with several grooves worn nearly through her three-ineh white oak planking, caused by cin- siers oF scoria from her furnaces being permit- ted to get between her ontside planking and inside ceiling or flooring, through the careless- ness of the firemen. The friction from these cinders, through the rolling of the ship, had actually worn the bottom until perforated. A copper spike, driven in to secure the outside Planking to the timbers, but which had missed the timber and consequently passed into the @pen sp: where the cinders were discovered, was found to be about half cut away from the same cause. Mr. James H. Reed, of this city, now engaged in building lighthouses in the south, who has been in the habit of traveling on this steamer, has brought to Washington a section of the oak Wanking thus curiously worn, with seme of the cinders, together with the conper spike of which mention is made above, and has deposited the specimens in the Smithsonian Institution. The matter is worthy the attention of all per- sors engaged in maritime pursuits, and espe- cially important to ship builders and officers having this description of vesselsin their charge. ++0e- ture in American Waters. . Baird, assistant secretary of the thsonian Institution and United States com- issioner of fish and fisheries, has been spend- ing a few days in New York, awaiting the ar- vival from Germany of three-quarters of a mil- lion of salmon eggs, for whtcb he had previously made arrangements. These reached New York yesterday by the steamer Weser, in charge of Mr. Rudolph Hessel, an experienced fish cul- tarist, in fair condition, together with several } thousand eggs of other varieties of fish not | etofore known in our rivers, the whole cargo, | boxes and packing, making a weight | with th of more than three tons. (ne-quarter of a million of these eggs were presented by the German government to the United States, the remainder having been pur- cbased by the commissioner. When hatched, the young fish are to be distrib- uted in such a manner as to secure the stocking Of those rivers of the United States which may be suitable for them. They will be at once placed in several ot the larger hatching estal- lishments, in the care of experienced fish cultu- Tists, to be eventually entrusted to the commis- sioner of such states as are prepared to receive them. A portion will be hatched at the estab- Yeokmcnt of the Conmectiout contininsi-y Hudson; a portion at the establishment commissioner of New Jerse#, Dr. Slack, at Bloomsburg, N. J.; a portion at Neweastie, on the Hudson, the establishment of t!: Seth Green. A bare statement of these facts is sufficient to show something of the magnitude ‘and importance of the work of the United States Commissioner. These salmon of the Khine are Of the same species as those ot the waters of the eastern Atlantic coast, and will be found well ‘Sdapted for introduction in most of the rivers of ‘the Atlantic as far south as the James, as well ‘as imto the tributariesos the larger lakes. ——<e2-__—__ ’ The Philadelphia Press, in referring to the suggestions of Mr. Adelf Cluss in regard to pre- cautions for the safety of human life in the con- struetion of theaters, inquires if the office of ©icial arehitect, such as we have in ‘Wi ton, might Bot with profit be created in Phila- celphia. 0. —' members of the ‘ROP- EE T.9.
