It appears that fifty-two officers originally of the merchant marine, but admitted im 1868 to the regular navy are now elaiming the right to be advanced on the nary register. On admis- sion to the regular navy, these volunteer offi- cers were commissioned as lieutenants, masters, sud ensigns. But in the natural order of pro- motion sixteen of them have become lieutenant commanders, while the remaining thirty-six are lieutenants. Now, however, they claim to go over graduates of the naval academy as follows: «nf the lieutenant commanders five to pass over thirty-four regulars, while the remaining an advance of twenty-five num- f the thirty-six Heutenants eight claim on to the grade of lieutenant command- «rf, and then to pass over twenty seven officers hat grade; the remaining twenty-eight de- t to go over a whole class of forty-two utenants, then be promoted to the grade of eutenant commander, and finally go nty-seven officers of that grade, & grand tots! of fifty-two yol- er officers promoted over one hundred amd three regulars, Such wholesale altering of the navy register could only result in provoking hostitity between the two classes, and union y be the means of great injury to naval service generally.
