The action of Congress looking to the repeal Of this law, if it has not taken the country wholly by surprise, has at least, we think, found the great majority of the people unprepared for ‘and opposed to such action. It is one of a class ‘Df laws—akin to homestead and exemption acts— ‘which modern legislation is forced from time to time to concede to the demands of the people and the progress of society. They are jealous of Qny interference with their rights and privi- Jeges guaranteed by these liberal and enlight- ened statutes, and it is not safe always for poli- ticians who want to ride the popular wave to op- yose them; especially if they are supposed to be acting in the interest of what are called the moneyed class, or men of capital. The friends ©f the law, we hear, are beginning to move to its support. In Boston, the beard of trade have formally taken action against the repeal of the law. In New York and Philadelphia, we are told there isquite a division of feeling and opin- ion in regard to it. The importers, wholesale gealers, and brokers wast the law repealed, and sre quite in earnest about it, while the mass of the people, including the small traders, regard it as a law made for the protection of all classes a#nd the benefit of the trade, and as of special alvantage to those who trade upon limited cap- ital and have nothing to fall back upon after a great fire or a short crop. In Baltimore, it is said, that among all classes generally, who take @ny interest in the subject, the cpinion is that the law should stand, and that its repeal would be sure to bring on another agita- tion, another year, for a reenactment of the law. ‘The south are deeply interested in the matter an) l manifest a decided and indignant opposi- ten te the repeal. The delegation in Congress fiom the south will be a unit in sustaining the Jow. Those favorable to its repeal have the acivantage, however, in having secured concert of action to some extent among themselves. The New York merecbants have put their hands in their pockets to thisend. They have employed their agents to get up what they term a “mon- ster petition” to Congress, and they send it here Dy their agent who is already at work with the amembers of both Houses, and with the lobby ir@uence here and there thrown in as they can obtain it cheap. If the cet stands these assaults it will do so on its merits, from a conviction on the part of Congress, which we supposed was Well settled long since, that it isa necessary Part of our civil jurisprudence, and in such a popular sense a poor man’s law, that it is un- Wise to repeal it. We are inclined to think that when the subject is more fully discussed, and even the present opponents of the law coms to understand its real objects and workings, without prejudice, they will agree with us that it will be ® great mistake in Congress to repeal it. ‘The Chronicle thinks Oakes Ames hasn't done anything demanding his expulsion from the House—that, as “not even the semMance of a charge of bribery ean be made against him,” the talk about his expulsion under the cireum- Biances is “the sheerest nonsense.” Of course bobedy believes that men like Colfax, Garfield, Henry Wilson, Patterson, Dawes and the others bad any idea that Ames’ object in soliciting ‘them to buy stock in credit mobilier was to in- | fiuence their votes. All the evidence goes to show that they were led to believe that it was & legitimate business transaction, and when they had reason to suspect a cat under the meal, they one and all threw the thing up. The same evidence, however, shows as conclusively that Ames’ purpose was bribery, or if that is not the ‘word, the distinction is so fine as to be impalpa- Die. His damning letters, in which he speaks of placing the stock “where it will do the mest good,” and remarks that he has noticed that “men wouldn't look into the law unless they had an interest in it,” show what he ad in mind in laboriowly inducing members to invest in credit mobilier. His failing me ory also shows that, physically if not morally, be is untit for the duties of legislation.
