For some years the annual statement of real estate transactions in Washington, made for ‘Tae Stan by the experienced and reliable firm ef Kilbourn & Latta, has furnished our readers with important data in regard to the growth of the Capital city. The exhibit this year (given elsewhere) is of unmsual interest, as showing the wonderful strides in the path of progress, made under the new order of things here. As eet forth im the document, “it shows am activity im real estate transactions at the uational capital unparalled, within the same time and propor- tioms, by any other city on the American conti- nent.” Not only does the number of new build- ings erected in iMt2 great exceed that of any pre- vious year, but the value is increasen in a yet larger proportion; and Messrs. Kilbourn & Latta express the opinion from the best information at their command, that the value of buildings to be erected this year will double the value of those built during the past year. ‘This exhibit slso presents a complete list of the street improvements withim the Inst two rs, and from the data presented in this com- nection we get some ides of the energy with which the task of improving and beautifying the city hae been pushed by the District authori- tics during the time they have had control. ———__-+ee-- The Inercase of Canal Tells. All indications point to increased activity im the Cumberland coal trade during the coming year, and to steady extension as time moves on. ‘There is nothing visionary im the expectation of ® long continuing prosperity to the many large and important interests eonmected with it. Prominently, the Baltimore and Ohio railroad is alive to the situation, and leaves mo measures ‘untried to reap the largest harvest it can. No ene understands better tham Mr. Garrett how rich a lot Providence has cast into the lap of the people of Maryland and Virginia, in those copi- @us deposits of precious mineral hid away in their mines and mountains. Very wisely docs his recent report call for “low and uneform rates” @ coal transportation of his railroad,rates which consamers may rely upon as permanent through- ent all seasons and circumstances. And justly does he appreciate the advantage which must accrue to his road from a general contidence in its moderation and steadiness, when he enys, that the eyes of foreign consumers are tarned from exhausted Britain to the port of Baltimore (he might have said Maryland at large), because they have been informed ‘that the coal tariff @€ the Baltimore and (Ohio railroad would not be advanced the coming winter.” ‘The authorities of the Chesapeake and Ohio canal are well aware that they ean find no safer path to follow than that troddea by the able and experienced president of the Baltimore and Ohio railroad. The doctrine he teaches for the benefit of his road is the true doctrine for the benefitofthe canal. That doctrine cannet be disregarded without peril. To adopt its oppo- site by increasing the present tolls om the eanal, would, at this critical junctare, be of the very mature of suicide. It is known that large operations in Maryland coal are now under negotiation for foreign ac- count in New York, the coal to be shipped from Georgetown during 1873. We donot know what effect has been produced on the negotiations by the recent suggestions of the president of the Chesapeake and Olio canal with regard to the increase of toll, bat it is plain to every eye that the effect is not likely to be beneficial. Not only may the shrewd judgment of Presideat Garrett be pleaded against the policy, but the reasons aivanced for it rest on no ground surer than bare assumption. Even a worse fate than would befall a merehant who should bope to enrich himself by marking up his wares tem or twenty per cent. above the customary price might be expected for a company which should advance its tolls tem cents a ton, whilst ite competitors wore diminishing theirs by # like amount. If, under the present canal tariff, eight hundred thousand tons of coal per annum have been carried to market, will not an increase of tolls be about the surest way to reduce this tonnage, and to teaeh the outside world that whilst the counsels of the Baltimore railroad are eoatrolled by moteration and steadiness tnose of the Chee apeake and Chio canal have become vacillating and extortionate. The existing prosperity of the canal is due to the wisdom and firmness of its previous administrations in refusing to dis turb the established rate of toll, thereby giving assurance of the same qualitics for which the Baltimore and Uhio railroad weks to be distin- guished. It is true that the suggestion throws out by President Gorman was a suggestion only, yet it Was potent enoagh to command a special com- mittee. On what collection of testimony, on the basis of what interest, let it be asked, will -the committee report? Who will be eomsulted en the topic, so full as it isof weal or woe to the thousands of people whose lives and interest have become entwined with the weifare of the earal? Will the boat-builders, the miners, the Doatmen, the people of the whole western bor- der of the state, and the state itself, be consult- ed on this vital subject. A false step now may take years to efface, and is the present canal administration willing to reverse the wise and wholesome maxims of its predecessors, and to embark on a new course with all but absolute certainty of shipwreck? Will the canal board raise its tolls at the moment wher the railroad js not advancing theirs? And for what save a mere shadowy presumption—a presumption con- teadicted by the past experience and present prosperity of the canal.
