CROSBY 8. NOYES......Raitor. Largest Circalation in the Distriet Beading Matter on Every Page. WASHINGTON CITY: TUESDAY.......... December 31, 1872. ment Kol It ts a curious fact tha: Washington, from being berated from one end of thecuntry tothe other as the most sloven!y, fossilized and unat- tractive of cities, is now, in consequence of the Washington Sets the Ball of Impreve- il have # good word to say in recognition of the city’s wonderful progress; and the follow- ing from = Richmond paper—the Di ve shews that the infection of development and improvement sent from here has reached that city: <The people of Washin; errment, are improving that city. What Sar rants theis vast expenditareof money inimprov- ing a place which might well be improved at the nationalexpense? Why, the growth of popala- ton, the enhancement of the value of y the money raised by taxing the people. Of tse this makes the example more pointed — strike ne. Washington, so far from bei exception to the general rule, is exactly a example to the very point of the argument we nave been long addressing to the peopleot Kich- mond. The people of a city may increase their ealth by improving their town—by increasing torts and the Sasitity of communication between its extremes. Nothing else nln ge people better and faster. The Le ematic Smecovement tn brings government for every dollar expended, ditfuses amongst the people more than pate reward for every cent in taxes towards such improvements. Washington is a solid ae Look at its nee growth. The ment has not done The people of the city have achieved it, 5 great degree, by their own energy, = iberalits oe ve done Ape | and their present plan of grading an: im- provement will, in ten years, Saabs (Retr city one of the grandest on the continent. We make the SS _— Leap be bye he people o: ton show something of the sagacity of Napoleon, He extended the boulevards around Paris, giving the Property holders ten 7 cent. upon the value of their | property before the improvement and taking | for the government all excess. The result was | immense gaine to the government from the en- anced vaiue and rents of the prop- | ey. ‘The example was good, and all comms: nities which judiciously foliow it will be re- warded by a similar result.” swee- | | ——— | How fallible is human wisdom! Here, for | some months, we have all been clamoring. “Hang him!” “Hang him!” for the protection. | ef society against murder, and now as tarns out | that Wright, the last murderer at Washington, | had been greatly interested in recen* murder is in that city, and had actually witnessed ‘oO execations. Within a year there have been | fourteen murders in the District of Cotumbia, and in six weeks threeexecutions. In Heaven’s | name, what isto be dune? How — execu- reform If two won't suffice, three?—Springfeld Republican. two, nor three, nor half a dozen, nor nor apy number of executions will bave apy eZeet in deterring murderers, if the = are spasmodic, and contingent not guilt or innocence of the accused, but the temper of the pablic. Once let it be iions are necessary to insure the moral Of the average spectator? wi upor settled that the law will have its way with all assacsins, of whatever class; that murderers Will be hanged speedily whether they are rich in money and friends, or penniless and friend- less; that the punishment will promptiy and ce ly follow the crime; and if then there is | hoe perceptible diminution in the namber of murders, the opponents of capital punish ment (who are themselves responsible for much of the mischief now) will have better ground for argument than the mere fact that the hanging et ene murderer out of ten or a hundred does not deter other slayers. Granting what they claim, the fact remains that foevery murderer hanged the community is safer that much at Icast. Even now, after three recent executions in this city, the other men charged with murder do not -eem to realize that it is anything more than the result of @ culmination of popular in- digration against murderers; that the public will be satietied with two or three examples. aud each man of them thinks his own chances ot saving his neck are good. This is the direct result et the hopes held out to the condemned incu at every step of their progress through the courts and to the end, and it encourages others to commit crime. —+20e- Paterson, N.J., is greatly agitated over the question of mixed schcols. The board of edu. cation of that city had s lively discussion of the matter last Friday night, which continued un- bt, and finsily, according to the New id, reached a stage that was almost Two colored children had pre~ m admitted to the public schools vious!y there, and recently a couple of lots were pur- chased and preparations begun for the building of a colored school, but proceedings were stopped, with the idea that such a building would not be necessary, from the way things were going. To complicate matters still more, & petition was received on Friday night from some colored people, asking the establishment of acoiored evening school, the applicants not | desiring to go to the white schools. This was fina’ly referred to a committee, and one of the | commissioners, tosettle the matter, moved that, “« In the sense of this board the colored children bave a perfect right to attend the same schools end classer, and enjoy the same privileges in all respects as the whites.” This provoked an excited discussion, but finally the matter came to a direet vote, and was passed by a large ma- jority, only two or three members opposing it. During the continued existence of the prejudice that prevails upon both sides, many deem it an iiladvised arrangement, particularly as both colors objected to it; but the principals of pri- vate schools are delighted with it, as they ex- -eet to see a great falling off of the attendance *t the public schools, aud a general resort to the ;ivate institutions of learning.
