Positive Statement that Secreta- ry Boutwell Will Retire _in February, Richardson, Clews, and Mor- gan Mentioned as His Successors, Nothing Kuown About It at the Whits House or Treasury, Numerous Applications for the Well- Paid Nicaraguan Mission. Senator Summner in Precarions Health. ‘Special Despeten o The Chicago Tribune, DOTTWELL'S RETIREMENT. Wasmxetoy, Dec. 80.—The refirement of Secrelary Boutwell from the Cabinet is no longer a question of doubt. Hehes decided, against tho advice of tho President and other friends who were anxious to have him remain through General Grant's second Administration at the head of the Treasury Department, to become & candidste for United Sistes Senator from Mas- sachusetts. Governor Doutwell Las propsred his letter of resignation, to tako effect on iha 15th of Febraary, though he has not yet sont it to tho President. After that ho will proceed to Maseachuseits. Secrotary Boutwell's intention to witkdraw from the Cabinet was mede known to the Presi- dent somo time ago, and ilo President, it is un- derstood, Lias already fixed upon Judge Richard- gon, {ho Assistant Secretary, 0s Governor Bout- well's euccessor. It is understood that, in doing 60, ho has followed the recommendaticn of the reliring Secretary, whoro opinion of Judge Rtich- nrdson’s sbilities is of the highest character. After tho Presidentisl clection, when it was stated thut Goyernor Boutwell would be & candi. dato for the Senate, in pleccof Serator Wil son, tho President, in view of the possible retiement of Mr. Boutwell from tho Cabinet, concluded to appoint Hon. Columbus Delano. Further reflection and a closer acquaintance with Mr. Delano's views on the eubject of Na- tional finance, and the organization of the force of tho Treasury Department, changed the Presi- dent's intenticn, It sppenrs that Alr. Delano would not agreo to aceept thie position unless bs should he allowes to seleot Lisown subord:nates, especially the Chiefs of some of the Burccus. Bosides, ho does not agreo fully with the_policy Loretofore pureucd by Governor Doutwell. On the other hand, it in known that Julge Richard- gon and Governor Boutwell have been in perfeet sceord in everything pertaining to the mansge- ment of the 'freasury, and both of them agree with the Presidonf. The conduct of the National finances has been one of the chicf ele- ments of tho popularity und strongth of Gen- oral Graut's Administration, a fact which he cloarly recognizog, and ho nafurally attribates it to the policypursued by Govarnor Bouswell. Tho Preeident beliavans in letting woll cnougl alone, Ho is not disposed to risk now theories, and thercforo ho avoids tho numorous candidates pressed upen him from Now York. The appoint- ment of Judgo Richardson is regarded Lere 43 a_ guerantco that there will be no change in the financial policy of tho Government. Concorning bis fitness for tho place, thero are various opinions, but the gen- eral impression appears to bo that the Depart- ment has been g0 well organized by Mr. Bout- well and the policy pursued so woll dofined, that no great smount of abiliiy s required fn ita chiof. The Commissioner says Lo will not in any instance give it a rotrogotive effect, and that he will not entertain applications for bringing it to oporato on the December List. SENATOR STMNER, Serator Sumner's physiciau states that the condition of the formor is very bad. Indeed, ho has frequent recurronces of acuto pain in tho region of the heart,—s relic of the spinal difii- cuity which has afilicted Lim for tho last. fifteon yoars.
