VENING STAR. DOUBLE SHEET. | CROSBY 8. NOYES..,...Editor. Beading Matter on Every Page. WASHINGTON CITY: December 21, 1572. | Temperance is so good and desirable a thing that it is provoking to see its advancement in- jured by intemperate measures. The prohibi- tory legisiation proposed in Congress to Prevent the use, as well as the sale, of liyuor here would set the temperance cause back many years, leading to private tippling, and “ striped pig” subterfuges toobtain the contraband article in &@ manner anything but conducive to sobriety and good morals. A much better mode of deal- ing with intemperance is to set public opinion Tight as to its evils. The American peopie Tot be driven to abandon a habit, even if it is a bad one; but they sre pretty candid and open to conviction when their reason is addressed. And as astep in the right direction, we cor- dially second the movement to discourage tip- pling st the Boliday receptions. The mothers of the land should see to it that no responsibil- ity rests on their shoulders for starting yourg men on & career of drunkenness by presenting the seductive drinks at their holiday tables, that more inevitably lead to intemperance than coarser and more repulsive liquors. Women are the great sufferers from intemperance, and they are especially interested in discouraging it. They can do mach in this direction by making it unfashionabie. The sight of a pro- cession of maudlin, tipsy youths passing from house to house on Christmas or New Year’ ‘8 day— taking their mitiatory degree in the drunkard’s career—cannot be a pleasant one to any woman, especially to any mother. We are glad there- fore to bear that a pretty general purpose exists | among those who receive this Christmas to sab- | stitute coffee and chocolate for wines ani | Liquors. «200. ‘The progress of popular education in the fouth since the war looks encouraging. A late report received by the Commissioner of Educa- tion from the state superintendent of public in- struction in Texas shows the number of puptis | enroled as 115,000, and that in ate whose area is larger than that of any other in the | Union, and whose total population is put down | by the ceneus of 1870 at but 815,579. By an act of the state legislatere of June, 1*T1, a tax of one per cent. was levied on all property holders the proceeds to be set apart for the benefit of public schools. Kesistance to the collection of this tex bas been made by a few individuals, but on the whole, the superintendent reports a strong feeling in favor of public schools exists throughout the state. “The countics,” he says, “bave built many school houses out of the pro. ceeds of the one per cent. tax, and | have been met with avery Hberal spirit on the part of many citizens, some of whom have donated Parpeses, and two But tew outrages have occurred, schoo! houses burned are the onty cases of incendiarism for six months, and but one teacher hasbeen forced to abandon his school. A teachers’ institute is in successful operation. | ‘The superintendent says: “I am hopeful of the future and have every reason to be satisfied with the past. Public sentiment is favorable to free | education, and I think the early morn of a promising futare is upon us. If the coming legislature aids usinour work we can make as fine a showing forthe uext twelve months as any southerm state. ‘This year we will be en« titled toa considerable sum fromthe Peabody fund, for we Lave many schools that in every respect fulfill the requirements of the trustees | in ozder to ree-ive aid.” | -s00- Etiorts are being made to secure the passage ! of an act by the legislature of Virginia incorpo- | rating the Weldon and Washington railroad In @ memorial recently presented te the body pamed, it is stated that *“the obstructiveness of the Kichmond, Fredericksburg and Potomac Railroad Company prevents the commerce of the Carolinas frem seeking markets in this state, (Virginla;) restrains it from even passing over Ler territory; compels it to go direct from Weldon eutside of and around her border, and obliges the Petersburg Railroad Company to take some step to recover and secure the power t perlormits public duties, and to protect its own interest and the interests of the commani- Ves for whose benefit the road was built.” In- | vested with the right to build arailroad between Weldon and Washington, the enterprise would be able to compete with existing intervening roads and to contract with their owners upon an equal footing. The result world inure to the benetit ot Washington as wellas to the citizens of Virgin -s00- “the argument of Representative Farnsworth ‘Yat the national government shall pay no general or special taxes for improvement of its | property in this city, because the public build- ings and pablic business improve the value of Private property here and attract] strangers who spend their money in Washington, is very touch the same asif A. T. Stewart, and other wealthy New Yorkers, should claim exemption | from local taxation because their large stores | gud residences raised the value of the surround- ing property and attracted strangers to Gotham. it 1s pot necessary to follow this argument out further still to its logical conclusions to show how absurd it is. —— +20e- Librarian Spofford, in his annual report, sets ‘erth in a very clear way the necessity for more space for the books and working operations of the Congress Library. How the library is out- growing tts present contracted quarters, and what kind of a building is needed to supply the Want, are matters treated intelligently and Practically in that report, an abstract of which appears elsewhere. it will be noted that upon the plan recommended by Mr. Spofford, the *pactous building required for the accommoda- tien ef a great library of three millions of Vvolumes—the largest in the world—can be erected for @ million of dollars. — Mr. Van Vilet, superintendent of public in- struction of the island of Java, who is at pres- ent in the United States examining our system of education, states that he considers it superior to that of any other country he has yet visited— not excepting Prussia. Being a member of many of the learned and sctentitic societies of Europe, M:. Van Viiet’s opinion is worth some- thing. - oe * Hollywood,” in reporting the proceedings Of the Woodlawn Club, (in another column,) makes the sensible suggestion that If our modern young ladies woald learn how to cook, instead ot spending their time in the front room singing “Who Will Care for Mother Now?” the aforesaid maternal, parent and the old man, too, Would be # good deal better cared for than at Present. tacazy, late migis- ter from Russia to this country, is not only not im diegrace witb his imperial master, but has ployed by him to adjust some ec- clesiastical differences between the Pop: and the Czar. if so, we pity the Pope. — +200. “ Mighty interesting reading” on every page of our dowble-sheet to-day. mm Sore =} TYPOORAPHICAL | Union. state! bold is we ENING. at at The o% 5 “Blection of 4.
