FUND BILL, which camé over untinished business from yesterday, the triends of the bill being entitled to the closing hour. Mr. Hawiey (Ill.) explained the position of these states in relation to the five per cent. re- served fund from the sale of public lands, and argued that they should not be held chargeable tor the construction of the Cumberland road. Mr. Bingham peed said the Sy cee was whether the bill now before the House was a fair and just construction of the act of March, 1857. He contended that it was a just constrac- tion, and bad been so understood by the futerior departinent, and reviewed the action of the government in connection with this fund to- wards the other states, insisting that the three states named in the bill stood on the same fuot- ing as those to whom the two per cent. had been allowed. a The House then proceeded to vote upon the amendment proposed by Mr. Sargent, (Cal. providing that the amount expended’ by the government im making the Cumberland road and other improvements in making roads to the said states be deducted, and it was re. The revenues of the past quarter show a’ decided increase ss compared with thesame quarters in 1569 and 70. The coa tonnage, however, for the past quarter, which Was 295,323, was @ decrease of 21,029 tons, as compared with 1571, and is attributed solely te tow water and the horse diseaae. ‘The president hopes that improvements for psopelling canal boats will soon do away with horse power, and urges adequate appropriations for permaueni improvements to the canal, so that freight may be removed with certainty’ and regularity, and thus prevent the company from loring its trade through the competition of railroads, which now promises to be very great. The improvements deemed necessary to be made at once for the supply of water on the Cumber!aud division, the erection of a steam pump, and the improv. ment of the feeder on the Georgetown level, recommended by the president and direcwrs were approved by the stockholders.
