Appropriations for the District. ‘The debate in the House yesterday upon the ems Of appropriation to pay the cost of im- proving streets, &c.. opposite Government property was encouragtg to the friends of pro- gress bere, and shows, what we have always € aimed, that if the people of the District wonld only lead off and put their own shoulders to the wheel, to get out of the rut of old fogyiem, Congress would not hesitate to second the worthy effort. It was satisfactory to note in this debate that members on both sides of the chamber, and embracing some of the most per- tinacious and watchful custodians of the pub- ‘ic money, promptly conceded that Govern- ment ought to pay a proportiowate share for the cost of the notable improvements finished and in progress. The gods, we are told, help those who help themselves. and so does Congress_ ‘The people here headed by our energetic Diss trict authorities have demonstrated that the city of Washington can be made acity worthy of the pride of the mation as its capital, and Con- gress recoznizes both the pluck and enterprise which have achieved these results, and on be- half of the country wili show its disposition to shoulder a fair proportion of the burdens incurred in changing Washington from a dust. beap insommer and quagmire in winter to a city attractive, heaithfal, and comfortable all the year round. fr will be seen that the only member who opposed the appropriation (on high public grounds, of course,) was the virtuous Mr. Farns- worth, of whom it may be said that the love he feels for the people of Washington is exactly | reciprocated by the amount of respect they feel for him. C. Cox, of this city, (who first conceived the plan of a national san- itary bureac,) accompanying the bill, sets forth the vital necessity of preserving the health of | the nation, upon which, in no small degree, de- pends its mental and moral elevation in peace, as well as ite prowess and renown in war; that a scientific national organization is needed for the general record of statistics bearing upon the pablic health and satety; to determine the cause Of disease; to examine into the comparative in- fluence of different occupations and diets, &c. ‘These views were presented at a meeting of | the American Health Association in New York | ¢# in May last, and received hearty approval. At | a subsequent meeting of the association, which is composed of leading sanitariaas from differ- ent sections of the United States, a committee was appointed to urge upon Congress the im- portance of passing the bill referred to for the establishment of a bureaa of sanitary science. We have a bureau of education tor the dis- semination of educational information; a de- partment of agriculture for the diffusion of agricultural knowledge, and a signal bureau to keep 0S posted in regard to meteorological changes, past and prospective.
