Ss DOUBLE SHEET. " CROSBY 8. NOYES......Editor. Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: SATURDAY... --December 14, 1872. | Our Circulation ‘The Republicen thinks Tae STAR’s circula- tion only exceeds its own by “a few hundreds.’ We cheerfally concede to our lively neighbor a very handsome circulation, but as a matter of justice to ourselves must say that instead of being a matter of hundreds, no other paper bere approaches Tue Srae in circulation by many, many thousands, This is no idle boast. We shall be glad to show it “by books and papers” whenever the fact is seriously ques- tioned. We may ada that never tn the pros- perous career of Tag Star has its circulation increased ato rapid arate as within the last year; and its circulation since it came into the hands of its present proprietors, (Uctober, 1867 ,) bas nearly trebled—large as it was at that, time. = -t02- Ihe Fight Amongst the Insurance Companies. The reduction of rates by the richest and most powerful life Insurance company in the coun- try—the Mutual of New Yors—bas aroused a « of controversy, involving the principles on which the system of life insurance is based and the policy and management of the various | companies, which will have at least one good effect, and that isthe eulightenment of policy holders as to matters in which they are vitally interested. If tt likewise tends to improve and purify the management of the immense institu- tions which life insurance has built up, the dis- cuasion will not baye been in vain. The Mutual company claims that it isenabled to reduce its | rates because of greater economy of manage- ment and greater caution in examination of applicants for insurance than its rivals. On the | other side it is argued that, granting this to be | so, the reduction will make an unfair discrimi- | nation in favor of the new class of insur- | ers against the old policy holders; that, | besides the directors have no right to hazard | the Iarge assets accumulated, which are the property of the policy holde: ind not of their managers; that the surplus which it is in- tended to reduce secures the safety which in. | surers desire, aud which led many of them to invest their means in this company; and that | even if this were notso, the reduction will bring ruin to many younger and poorer companies which cawnot afford the reduction. Tne direc. iors of the Mutual allege that the opposition to their new scheme does not come #0 much from their policy holders as from the rival companies; that they are satisfied by calculation that they an afford the reduction, and that the older ers are not discriminated against, as ceive dividends in proportion to their 1s are being signed, however, ° policy holdersof the Mutasl in cities against the reduction, rectors recede, which it is ¥ Will do, it is likely that the of New York wii! be calied apon to ae The New papers mostly oppose the reduction, but anted or not, it pon the weaker istarb the busi- f the city. nly on the ground that, warr: and ruin aster ess and tinancial prosperity now going on in the New enton between the Pennsyl- tailroad company having the and the parties al railroad’ York; for which 'y have obtained charter ght», vbile the Pennsy!yania Central contends that they bare only @ bogus charter. tional line is claimed to be an air line, running by the way of Attleboro’ and Middieten, Pena- sylvania, and Pennington, Hopewell, and Plain- field, New Jersey, going mainly aorth of the Present lines. It is not quite apparent, now- ever, from the map that it is more nearly an airline than the Trenton road. Should these parties succeed, though, in establishing their right to build this road, it may help to establish % whoiesome railroad competition through New ‘ersey. But there is an impression abroad that ¢ National company do not really mean to build, but to compel the Pennsylvania Ceatral or some other parties to buy out their privi- leges. A great fight ts dersey courts a vania Central lease « . - se0e- The acts passed by Congress in May last, at the instance of the Secretary of War, regu- lating the pay of private soldiers and increasing it according to their time of serv: and estab- lishing a system of deposits to prevent desertion and elevate the condition of the rank and file of the army; have produced salutary results. Prior to 1872 desertions were alarmingly fre- quent, and throngh them the army was nearly decimated. The evil grew to such pro- portions that something to render the military service more attractive was an absolute neces- sity. The acts referred to have almost en- tirely remedied the ey:l, and the reports of subordinate military commanders show that the morei+ of the army bas greatly improved: — «see. = “Lhe New York Siar seems to appreciate what | is sought for im putting Mr. Colfax at the head | of the Tribune. It says: ; “Horace Greeley was the mainstay of the republican party fer m: years, and although be did kick over the es, being dead, there | could be no good reason why the Tridun° should not tack a little and dash at once to the van of the race. To accomplish this it was deemed best to have @ name. An editor they alrealy nave. Each inventor is of course positive at he ought to have the prize. It Is thou’! some quarters that the commissioners will ide that none of the boats have satistied the | nditions of the act offering the prize, and at they will decline to make the award on at ground. j -eee- ! The New York Tribune, not satisfied with the ‘sastrous and unprofitable arctic expeditions— | Sere are grave doubts as to the safety of three | r ‘our such, frozen in somewhere this side of ‘he north pole this winter—cruelly suggests that ~‘fame if not for:une” is in the attempt to explore the antarctic regions. Let's get through with one pole at a time. ae en One of the most logical and forcible predic documents we have secn lately is the order of Secretary Robeson, published in another col- umm, reproving those cadets at the Naval Academy who were rather too demonstrative in their expressjons of dislike for Conyers, their colored colleague. ss0e- ‘The Sedalia, Mo. Stowe, husband of Harriet Beecher Stowe, is lying at the point of death. He combines in so unusual &@ degree kind-hearted geniality with ripe scholarship that he has made warmer friends than is usual with peculiarly scholarly men. Prof, Stowe was born at Natick, Mass..in 1802, and is con- sequently about seventy yearsof age. He grad- usted at Bowdoin college, Maine, in 1824; took the position of Professor of Latin and Greek in Dartmouth college in 1839, and tn 1533 that of Professor of Languages and Biblical literature at Lane Theological Seminary, Ohio, which place he held unti: 1850. In 1850 Prof. Stowe was appointed professor of Natural and Revealed religion at Bowdoin col- lege, and in 1852 he took the professorship of Biblical Literature at Andover Theological Seminary, which he has since held. He has aleo beens voluminous writer upon theological subjects, Biblical literature, and upon educa- tional matters. ane ————— ‘We are reminded by a zealous friend of the institution that in a paragraph in regard to the charities of this District, published in the col- umns ® day or two ago, the Women’s Christian Association was omit'ed.
