December n Now is the time for dealers in all classes of holiday goods to advertise their wares. Congrese is occupied with constitutional re- forms, more especially the establishment of a Senate and the making further provision for vacancies in the office of President. It will be remembered that by the constitution of Mexico there is no Vice President, and the only sub- stitution is that of the president of the supreme court, which substitution is personal to him and does net include the senior or other members of the court: so that if Mr. Lerdo de Tejada should die to-day there is no person to take the place of President.
