Ex perience had shown that better work was done tn private. yards than was done in the navy yards, he believed that in time competition would give us vessels that would compete with those ol other nations. He believed that instead of these vessels costing, as stated. but 5,000,009, the cost would by $10,009,000, and he wanted to see more protection to the government secured. before the bill became a law. Mr. Scofield said that experience had shown that these so-catfed safeguards had proved any- thing but safeguards. Every Jawyer knew that the more there was put in a contract the weaker it made it.
