The commissioner says that the annaal increase in the tax on fermented liquors at #1 per barrel in the last three years as contrasted with the stationary character of the receipts during the four years next preceding, is certainly gratify- ing, Que the increase during the first three months of the present fiscal year far exceeds that of any corresponding period in any other year since the organization of the office. The number of persons engaged in the manufacture of fermented liquors during the fiscal year ended June 30, 1:72, was 3,421. OF these it is suown hat 15 were in the District of Columbia. The commissioner recommends that the lan- guage of the amendments made by the act ot dune 6, 1872, to section 59 of the act of July 20, 1568, as amended April 10, 1569, relating t the special taxes for selling spiritaons and malt liquors and wines be made more explicit; iso, recommends that retail dealers in mali liquors be limited in their sales to quantities jess than five gallons, and that those setiing in quantities of five gallons and upwards be required to pay the wholesale dealer's tax. ‘Tables are given showing an increase in the total receipts trom the manufactare ail sale of tobacco in all its forms, over the receipts from the same sources for the preceding fiscal year, of $157,203.04; total product of manufactured tobacco for the year 197,26).815 pounds. The number of cigars, cheroots, Kc.,0u which taxes were collected during the last fiscal year was 705.52. Theentire product of maaufac- tured toboc:o reported for the fiscal year euded June 30, 1872, exceeds the totat product of the preceding year by 1,431,*92 pounds, while the aggregate quantity which reached taxation for ‘the last fiscal year was only 73,815 pounds in ex- cess of the quantity which reached taxation the preceding year. The collections for the firat quarter of the present fiscal year from tobacco are greatly in excess of those made from the same source pind the same quarter for any previous fiscal ‘The Commissl joner Says: ‘So tar a3 I am able to judge, the law Providing fora uniform rate of taxon all manufactured tobacco, whether chewing or smoking. is is oper ting very satisfac- torily.” He thinks th: initorm Tate of 20 coats per pound will gins ‘about as much reve- nue as the old rates; and after a review of the present regulations in reference to tobacco, says: “+1 advise that there be no additional legis! on this subject at present.” ‘The whole number of cases compromised, as provided under section 102, act of July 20, 1568, during the fiscal ended June 30, 1872, was 479. ‘otal amount received by compromises, $256,719.47; number of suits commenced, 6 311; Gecided in tavor of United States, 2,957; Against United States, 73; es nding July 1, 187 Tedemenis, 86 Bah, tia 73; total value of seizures, $646,263.27, A table exhibits comparison of the receipts from sources taxable during the last two fiscal years, not already presented in this report: The iecrease on banks and bankers ts $993,938; on gas, £258,596; and on adhesive stamps, $334 581. ‘The decreose in the receipts of income from in- dividuals was $6,510,961. $1,755,172 were, how- ever, oilset by the increase in the returns from corporations, so that the balance shows a tota Gecrease of only 54,725,789. ‘The large apparent ta ding off in the receipts of income trom inii- viduals is chietly owing toa diiference in the Tate of tax. ‘The receipts for the last fiscal year excee the commissioner's estimate by & Important changes having been made in th law by act of June 6, 1872, touching spirits and tovacco, itis impossible to state with certainty at this early day how much the receipts for the curren fiscal year will be affected by t fied provisions of the law. From the formation now obtainable, he esti rites that they will not fall short under the present law of $116,000,000, Under the head of ‘-consolidat: the Commissioner says :—* ‘Lh. , required the reduc’ enue districts in the United States to not ex- ceeding eighty in number, by uniting two or more districts into one; and also the reduction of the minor officers in the serv: number as would be consistent with thei ited duties. *# * * Inasmuch asthe act only provided absolutely for Vie reduction of some two-thirds of the principal officers, (469 in all,) and left the reduction of the assistants (over 1,310) discretionary, it seemed to be the better plan to ask Congress to make the larger re:litc- tion, and make that absolute. * = * Ihave had prepared the outlines of a law which will give effect to the above idea. This will be pre- sented to the proper committees of the House of Kepresentatives and the Senate immediately upon their assemblage in December proximo.”” ——_——_ MARRIED. ASHFOED—KELLY.
