A Daciston.—The Commissioner of Internal Revenue decides that persons selling tobacco and cigars on railroad trains must confine such sales to the smoking car; that they cannot travel from car tocar offering for sale tobacco and cigars without becoming peddiers under the terms ¢f the statute, and peddiers are forbidden to retail from broken packages. THE DELEGATION of Sacsand Foxes now on a visit to this city had a short interview with the Commissioner of Indian Affairs yesterday. They expressed a desire that one-half of the proceeds of the contemplated sale of their lands in Kansas and Nebraska may be invested and held by the government in trust asafund for the education of the children of their tribe. THE CoMMISSIONER OF INTERNAL REVENUB will to-day issue a circular to assessors through- out the country directing them to reduce the number of arsistant assessors to the lowest num- ber possible by the firstof January next. By this order the services of at least three hundred assistants will be dispensed with. and a saving to the government of nearly $2,000 per day made. Report Or THE Com MISSIONER OF PENSIONS. The annual report of Gen. J. H. Baker, Com- missioner of Pensions, shows that at the close of the lest fiscal year there were on tile 37.176 ijudicated claims of invalids and pensioners, 762 claims of widows and dependent relatives, and 11,850 claims of soldiers and widows of the war of 1812, making a total of $2,518 claims. The claims on account of the war of 1812, it is estimated, will be disposed of by May Ist’ next. The investigation of frauds has received special attention with gratifying results, both in the detection and repress'on of wrong doing. By an act of Congress of 18€5 the commutation of rations was increased trom thirty t cents to all officers not above the rank ot brevet brigadier general. The pay depart- ment took the opposite view and refused the application. The Court of Claims sustained the position of General Hunt, and gave him judg. ment for the increase asked. The United States Supreme Court yesterday reversed the judgment, holding that in the construction of the statute the duty of the court is to ascertain the intention of the legislation only, and that while in strict militi construction there may be no difference in the tworanks,in p-actice there is, as an efficer requires to be promoted before he can pass from brevet to full rank, In any case, it said that it is clear that Congress intended to make distinction between the two, elre it would have saidsimply brigadier general, and would not have mentioned the rank of brevet. A few days he returned from an asylum for the insine, his triends supposing that he had entirely recovered. Last Friday atternoon he entered a room wherein his sister, Mrs. Perry, was reclining ona sota, and with an axe st ing open her skull, irs. Hart, the Tan for assistance, not knowing what had happened. On her re- turn with several neighbors she found ber daughter dead and her insane son standing over the remains, with the bloody axe still in his band. The body of Mr. O'Neil was also taken to the same place. There is said to have been some quarrel between the two men in San Francisco. The affair caused great excitement on the street.
