A Future Need of the Capital, Probabiy in no other branch of the govern- ment are the needs and wonderful development of our great country so strikingly exemplified as in the Post Office department. Since the intro- duction of the railway system in the United States the business of that department has steadily and rapidly increased until the require- ments of the service necessitate the employment of 254 clerks, 71 special agents, 79) route agents, 156 mail route messengers, 98 local agents, 689 railway postal clerks, and a formidable army of 91,000 postmasters. It is almost unnecessary to say that the business still continues to imcrease and promiseS t> expand from year to year until very section of our country is opened up to civilization. Even then it will not cease to grow in magnitude, bat its increase, after the | iron horse has plowed his way into the most iso- lated portions of the republic, will be compara- tively siow. Every new line of railway swells the operations of the department, siace its construction necessitates the establisumeni of new post offices and the sppoint- ment of additional postmasters, spectal agents, route agents, postal clerks, Sc. It is true that the daties of these employes lie ia the main outside of the Post Office department proper, but they are nevertheless connected with and must report to it, and the increase of the business of department in consequence will therefore be readily understood.. For the fiseal year ending June 30th last the postal ser_ vite was extended over 8,174 miles of railway, rendering necessary the employment of a large number of additional special agents, route agents, railway clerks, postmasters, tc. Beside, tuis 376 money order offices were established, and the amount transmitied during the year by all the offices of this kind reached the large igure of $15,515,532.72, against #42 161,118.03 for the fiscal year ending Jane 30", 1571. We men- tion these facts to show that the Post Office ae- partment is destined to become a mammoth es- tablishment, and if any farther proof is wanted we bave only to glance at Walker's admirable census of 1870. Careful investigation of the subject of population in the United States shows that the increase of one census over the one pre- ecding it is about 33}; per cent, or one-third. Assuming this to be the ratio we shall e, in 1890, @ population of about 53,000,009, and in 1890 over 70.(9¢,000 souls ornearly twice our present population. If then we now have 31.0% post offices we shall require im 1s), if not twice as many, at least a very large additional number not only of post offices and postmasters, but special agents, railway clerks, &c., which will render imperatively necessary a corcesponding ineresse in the number of employes in tue de- partment proper at Washington. In ylew of these facts the Postmaster General and others who have given the subject consider- atiow sre of the opinion that it would be the | part- of wisdom to do something now t® anticipate the demands of the future ; | in the matter of increased sccommoda- tions in the General Post Office department at the capital. That such accommodations Will be absolutely necessary sooner or later no one can doubt. Already the force in the de- partment is cramped for room and something | must be done to increase the capacity of the building. Ap additional story has been sugges- ted to be built upon the present structure, bat | } as this would destroy the architectural beauty of the edifice it was subsequently proposed by some to raise the building by the process deseribed in yesterday's Stam, and place the extra story below what j# now the frst. Ia either ca-e the policy of enlargement would be & temporizing one, for in a few years still more room gould be demanded. The Postmaster General forcseeing the future meeds of the sersice tekes the sensible view that a new de- partment building should be erected enough for the requirements of the service for a long time to come, and that it should be located in Judiciary square. The present butiding could th+n be assigned for the use of the Interior }epartment, the Patent Office building being entirely inadequate to the wante of that department, which pays rental for extra ac- commodstions fp the amount of $22,530 an- bually, and which could utilize every foot of space im the present General Post Office. Among the probabilities of the fature is the adoption of the postal telegraph system in the ‘United States the same as in Engiand. The Postmaster Geveral, who earnestly recom- mended the system lsst year, will renew his recommendation in his next report. Without repeating the arguments in favor of thie system, we may state that the Postmaster General sums them up forcibly when he says: “The people will sooner or later demand the use of the tele- graph a¢ 8 means of quick, cheap, and easy intereommunieation.” Should this system be pally adopted an extra force of at least one Dandred men must be accommodated in the department at the capital. ‘Woether it is or not, g00d reasons for s new and mach larger general post office building are apparent to every think- ing mind, and we trust the Postmaster General in his forthcoming annual report will earnestly recommend the erection of such an edifice a3 will méet the demands dis of the futare. We don’t give mucn en credit to the report of dissffections among the stockholders of the New York Tribune which are to result in the dispiace- ment of Horace Greeley and Whitelaw Keid as | the Jonahs who imperil the financial Prosperity of the paper. On the contrary, it is most prob- able that m November Mr. Greeley will resams bis old post as writing editor, and Mr. Keid his, as the capable managing editor.
