EVENING STAR*. “CROSBY 8. NOYES...4,. Editor. rn Largest Cireulation in the District Reading Matter on Every Page. WASHINGTON CITY: WEDNESDAY ---.@etober 16. 1873. We cannot bat regard as unwise and discour- teous the remarks of several members of the Board of Trustees of Pabtic Schools last night in discus-ing the rthe Prevention ef Cruelty to Ani- award four prizes to pupils of the sec- ondary interme and grammar grades of the schools for ¢ cruelty to animals. Having a landable desire to bring the humane objects of the Society more fu a public, and believing it lesira he rising generation should be carly reyaired to give the important subject of | ruelty to animals their thonghttal attention, the mem of the Society tion of the matten, concluded to offer certain prizes, and appointed a committee to wait upon the superintendents and trastees of our pubiic schools, inform them of the p f the Society, and res lly sollcit their co- operation in getting the matter fairly before the teachers and papils. As the Society hat male rrapgements te hold their annaal meeting on was deemed judicious to award the prizes at that time.and all contestants were to be req tired tosend in their productions prior to tha 15th prox. g the committee to wait upon the ents and trustees of the schools, the society did not for a moment dream that their n would meet with anything like fac- tious opposition; on the contrary, they reason- ably believed that the trastees would be ready to give the society prompt and cheerfa! co- operation. These prizes, it must be understood, are not xiven for improvement in any study or studies fer any given length of time, but for essays whieh can be written in a week as well mth. Besides, the writing of these need not interfere at all with the regular course of study parsued by the pupils, since they would be written at home. We understand that the society intends to award prizes as at first proposed, without any reference to the proceedings of the board of school trustees last evening. A Philsdetp! bia journal reminds the city offi- cials of the fact that in April, 1569, the State Legglature passed an act authorizing a system of milk inspeetion by the cities and boronghs of the ev wealth to protect the people trom adultcrationr and dilutions of the lacteal fluid. Notwithstanding this authorization the officials phia have as yet taken no measures emselves of authority extended | tmilkmen still ehaunt in chorus,“ We Ler atthe river,” the same as ever. ‘There is no doubt, whatever. that a thorough nua > paid which are and color to the em would tend to mortality lists, especialy deaths in many in- ¢ to impare milk. a asy ley movement would col- after ‘he October elections as ‘ews material for November. This business dread is somewhat alleviated by the plucky eiforts made by the various liberal and demo committees to induce their adhe- rents not only to stand by the burning deck, but aio to ty and save their sinking ship. We cheerfully pat them on the back in this land- able undertaking. If they can only make any- body believe there is an earthly show to elect Greeley, it will be possible yet for the news- Paper men to sell a few extras in Novembar- Bat we are muchly afraid they won't succeed, We suspect that the bulletin boards won't be much thronged by those contiding enough to expect to find the figures there electing Greeley. lapse to leave ‘The ol world is coming to the new to get seme ideas in reference to conducting Fess in great Britain they have adopted a bung system ot voting by batlot, which has been tried in beth England and Ireland with results which Wonld have been more satisfactory if the law had been simpler. Inthe department of G.- roude, France, recently, an election having been ordered to fill a vanancy in the legislature, the republicans proceeded to hold a nominating convention after the American fashion. We are not sure bat our republican friends on the oruer side of the Atlantic might imitate us in some other things more © profitably. Col. Alexander has a cardin the Patriot deny- ing that the Greeley Head (Quarters have been closed. He says they will be kept open untiy Greeley is elected. The committee mast have taken a thousand years lease of the premises. socket Senator Morrill, of Vermont, bas been re- elected.
