Jackson presided, and there was a large audi- ence present. Col. G. W. Dyer, the nominee for the House of Delegates, was the first speaker. He reviewed the history of the republican and democratic parties at some length, and urged united action now for the success of the candi + dates, and spoke in favor of the highest pay to the laboring man. He next reviewed the course ot Gen. Chipman, and spoke of his valuable services in behalf of the District; and, in con- eh Tuesday next. Mr. John F. Cook, District register, was the next speaker. A combination meeting of the voters of the 11th, 17th and Isth districts opposed to the elec- tion’ of Chipman, and in favor of what they cail “ reform in the District government,” was held last night at Island hall. The chair (Dr. Culver) made an opening speech outside, where | a stand had been erected, at the conclusion of which he announced that the hali had been pro- cured and lighted up for their use, and all were invited over, and were preceded by the band, (Deneh’s,) which performed @ lively air during the march there. After seating the crowd, most of which was composed of regular republicans, who were actuated by curiosity to hear what wasto be said and done, the chair introduced Obstructionist J.J. Coombs, who proceeded to tell the crowd what he knew about Congres- sioval Investigations. At the conclusion of his remarks, Mr. Norris took his hat and left the ball, seeming very much displeased at something. ; ‘Lhe next speaker was Mr. Hine, the nominee for Congress. He remarked that it was the pride and boast of all American citizens that they possess self local government. Two years ago they could boast of such rights. Now what have they? Under the present system all power is in the chief executive independent of the citi- zens. It is a dangerous experiment to surren- der the rigt of batlot which all had experienced to their sorrow. It is claimed that the citizens Lave the right to vote for membersof the House of Delegaics. What value was this rigt? The House of Delegates is like the fifth wheel toa coach. You will tind more real power delegated tothe people in any monarchical government than in this District. Delegates in Congress are only the agents, not the masters of the people. ‘They must obey the mandates of the people or they are soon hurled from their places by the people.
