EVENING STAR. CROSBY 8. NOYES......Editor. Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: FRIDAY. --. August 30, 1872, The Star By Mail. Persons leaving the city for the summer, or Sry pertion of it, can have Ta STaR mailed to ne money, should deseut to the basi- bese office of the paper. The Ballet ta England. e rst trial of voting by tim England under the new law at on for member of Parliament at Pontefract in be ¢ unmber of registered e'ec was 1916, of whom only 12 process of voting seems to have he elec- Touching the polls, received a ballot presiding officer containing the names dates. A a private roc trem th ecter ¢ ere he made a cross he name of the candi- to vote, fu : be had ma: ~ villeer, to whom he tal mark on the back of the the ballot in the box, and’ thea Among what are ca! rs this complicated » delay, and prot m ten or twelve came together, so long atime was med in going through the formalities that these outside declared “they might as well go Lome as wait there.” In the case of these igno- rant persons the presiding officer asked for whem they wished te vote, and made the marks and deposited the ballots himself, There were various other canses of delay but the election throughout was orderly; notably so in contrast with elections under the old system, and the delays and errors which occurred will in the opinion of the friends of the ballot disappear when the voters becomes accustomed to the torms prescribed by the law. To the American mind, however, it would secm highly advisable to simphfy these forms. — We publish in today’s Stax a summary of all the street work and ot! blic improve” ments now in progress in ti lumbia under the direction of the board of public works. This wil! enable our readers to form rome idea of the magnitude of the great work the board have on band, the making of | the national! capital a weil-paved, well-drained, beautiful and healthful city, instead of a by- Word and reproach. A visit to portions of the Western and northern sections of the city, where the improvements have been completed, wil! convines the most sceptical ef their value and importance. Not long since two officials from Newark visited our cit at their hotel th met one of the injunction crowd, who told th a feartul of the wre i upon Prope rs of Wast y the new author:t than the Tam- ds a Wash in, to whom t y had heard of the g tained. much talked of ovement, Where they were per- ng their y were & ne andone or two ‘ares, one of thea ame Way ho world be + taxes trebled—and he p nt too. new York papers are di. acs enterprise heory of abuses in sment. The general opinion seem he success of the Tridune writer in Imission to the Innatic asylum dues any very convincing proof of the tue laws for the commitment of al- teged iumatics. The reporter seems w+ oniy to have feigned Iamacy so well as to lage ramber of persons at the hotel, 1: by abstaining from food and sleep previous.y ne bad brought on a nervous excitement—his palse running as high as eats a minute—well eal- culated to ca le physicians to be- Neve him insane. The reporter has so far not got beyond his experiences in gaining admission tothe asylum. It May be that what he saw ni- side will confirm all that has been alleged of abuses there, but the character of his narrative thus far conveys the idea of @ disposition to make @ pretty highly spiced sensation story, and this tact i detract somewhat from the weight of his statements. 2 FOR JOURNALISM?—On the Tith tthe Patriot, of this city, published an editerial article, in which it charged the Board of Poblic Works with sending 909 negro voters from this city to North Carolina for the purpose of voting the republican ticket at the recent | election held in that state. Under date of the 15th the Vice President of the Board distinetly and emphatically denied s charge, calling upon the principal stock- holder and the trustees ot the paper to either | produce the proof of their assertion or “stand | branded as malignant liars.” Since that time the Patriot has neither re- tracted nor made good its charge. In view Of these facts, what mast the public think of that paper and its conductors | +see- aa On account of the public interest in the case oi Seb: mn Aman, who was before the police | court oa Tcesday charged with refasing to en- tert colored men in bts restaurant, and who Was adjadged guilty of a violation of the law pasted at the last session of the District tegisla ture and was fined $100 therefor and his license ordered to be forfeited, we publish to-day the fulltext of Judge Snell's de mu. The court holds that under the law mestioned keepers o public bonses are bound not to discriminate in their treatment of all respectable and well-be haved people, white er black. <2e-— The New York Herald democracy of that State are going to nominate for Governor man (O’Covor) who openly re- pudiates Greeley, their Presidential candidate. i: is intimated, however, among the knowing ones, that the move to nominate O’Conor for the Governorsbip is preliminary to throwing Gree- ley overboard and substituting O’Conor for the Presidcncy. Should the fall elections go against Greeley, we may look for sucha break ap in the Liberal ranks as took place amongst the de- mocracy in the fall after Seymour's nomina. ten. to know if the oe ‘The New York Express (Greeley) sadly admits that “Mr. O'Conor, if as reperted squarely against Mr. Greeley, is not the man to be sap- ported by Mr. Greeley’s supporters, able as a man, or excellent as a gentleman.” ‘The Express mentions General McClellan as now talked of for the governorship. The trouble is that there is not time between now and the elec- ton for MeClellan to make up his mind whether to decline or accept the candidacy. The New York Evening Post advocates s sweeping change in the railway system of the United States, proposing a general system of consolidation aud the establish ment of a uniform rate for both passengers and freight tor all dis- tances. The idea is = good one, bat we are afraid the existing railroad monopolies are too firmly intrenched im their franchises to make such a change possible. —— + <2 -___ It is sad to feel that the Patriot, established by Tweed & Co., is no longer a democratic ergan. It su; a prs Horace Greeley. It cham- pions the Senéca stone. Charles Sumner writes for it. George W. Hatton writes for it. If deficiency of vital energy is not a disease in it self It is & condition which lays the system open to the attacks of all conceivable malatics. Night and day we are surrounded more or less by deleterious pfiuences. No atmosphere is entirely pure, no ‘ater utterly free from injurious particles; while in tuany localities both are positively unwholesome. What de‘ence bas the weak, languid system, in which the vitai principle is deficient or dormant, aginst any of the morbid influences which produce epidemio end other diseases? Nous whatever. There is no safety save in artificial reiofurcement. Hos- tetter’s Stomach Bitters have, beyond all question, & vitalizing effect. If the nervous forces of the bedy bave been recklessly expended iu ex heust'ng physical or mental labor, or dissipated B the indulgences of a *fast” life, this powerfal vegetable tonic and corrective will restore them. Ii the defective vitality Is @ constitutional evil it can be rr medied to a great extent by this wonderfal invigorant. At @ season of the year when the air is more or less impregnated with the seeds of periodic fevers, it is especially desirabie that the digestion should be perfect, the habit of body regular, the liver active, the blood pare and the nerves firm These conditions are the best protection against all disorders, and they are conditions which the Bitters ere better adapted than any other medicinal agent to promote and secure. Seo to it, however, that no tmitation or counterfeit is substituted for the genuine article, and let all who value health and bave an antipathy to poison beware of the local bit ters made from condemned drugs and vilely adul iterated alcohol, which have sprung up like unwhole seme fungi all over theeventry. sus-eoh2W_ BEMOVED DR.
