A QUARREL © TOURNAMENT—COL. ARMES, OF THIS CITT, CHALLENGES FRANK LORD, OF NEW YORS. A correspondent of the Troy N. Y. Times, writing from Saratoga, August 1sth, says :— “Col. George A.
